Κομισιόν: Δεν επηρεάζει την Ευρώπη η διαμάχη Gazprom - Naftogaz
«Η διαμετακόμιση δεν θα επηρεαστεί σε τίποτε από την κατάσταση στην ανατολική Ουκρανία», διαβεβαίωσε η εκπρόσωπος της Κομισιόν για θέματα Ενέργειας, η Άννα-Κάισα Ιτκόνεν, κατά τη διάρκεια μιας συνέντευξης Τύπου.
Η ρωσική εταιρεία Gazprom κι η ουκρανική Naftogaz βρίσκονται σε διένεξη σε ό,τι αφορά την τιμή που έχει ορίσει η Μόσχα για το αέριο αλλά και σε ό,τι αφορά τη διευθέτηση ανείσπρακτων οφειλών του Κιέβου για ποσότητες αερίου που είχαν παραδοθεί στο παρελθόν.
Η Gazprom έχει αρχίσει να προμηθεύει απευθείας με αέριο περιοχές τις οποίες ελέγχουν οι φιλορώσοι αυτονομιστές και θεωρεί ότι οι παραδόσεις αυτές εντάσσονται στην υπάρχουσα σύμβαση με τη Naftogaz. Το Κίεβο διαμαρτυρήθηκε έντονα, κατήγγειλε τη μείωση των παραδόσεων και αρνήθηκε να πληρώσει για τις ποσότητες αυτές.
Ο επικεφαλής της Gazprom Αλεξέι Μίλερ ανακοίνωσε σήμερα ότι εάν δεν συνεχιστούν οι πληρωμές από μέρους του Κιέβου οι παραδόσεις αερίου στην Ουκρανία θα σταματήσουν τις επόμενες ημέρες.
«Αυτό θα δημιουργήσει σοβαρούς κινδύνους όσον αφορά τη μεταφορά αερίου προς την Ευρώπη», προειδοποίησε ο ίδιος. Περίπου η μισή ποσότητα του ρωσικού αερίου που αγοράζουν τα ευρωπαϊκά κράτη, ήτοι 63 δισεκ. κυβικά μέτρα (15% του αερίου το οποίο καταναλώνει η ΕΕ) μεταφέρεται μέσω της ουκρανικής επικράτειας.
«Οι παραδόσεις που προορίζονται για την ΕΕ δεν απειλούνται» διαβεβαίωσε, από την πλευρά της, η εκπρόσωπος της Κομισιόν.
Ο αντιπρόεδρος της Ευρωπαϊκής Επιτροπής, ο οποίος είναι αρμόδιος για τον συγκεκριμένο φάκελο, ο Μάρος Σέφτσοβιτς, «βρίσκεται σε μόνιμη επαφή με τα δύο μέρη και είναι έτοιμος να οργανώσει τριμερείς συναντήσεις όποτε αυτό είναι αναγκαίο» επισήμανε ακόμη η Ιτκόνεν.
Η Gazprom και η Naftogaz είχαν καταλήξει τον περασμένο Οκτώβριο σε μια προσωρινή συμφωνία που προέβλεπε ότι το Κίεβο θα προπληρώνει κάθε ποσότητα αερίου που θέλει να καταναλώνει.
Η συμφωνία αυτή εγγυάται την παράδοση των ποσοτήτων που αγοράζει η Ευρώπη και διαμετακομίζονται μέσω της Ουκρανίας, σύμφωνα με την εκπρόσωπο της Κομισιόν. «Η Επιτροπή αναμένει ότι το "πακέτο του χειμώνα" (σ.σ. όπως είχε αποκληθεί η συμφωνία) θα εφαρμοστεί πλήρως» επέμεινε η εκπρόσωπος.
Η ισχύς της προσωρινής συμφωνίας λήγει στα τέλη του Μαρτίου και αναμένονται νέες διαπραγματεύσεις μεταξύ των δύο εταιρειών.

According to Miller, supplying 114 million cubic meters of natural gas to Ukraine will lead to cessation of deliveries which will jeopardize natural gas supplies to Europe.

EC hopes to return to talks with Russia concerning South Stream counterpart projects
"A first assessment is that this would not work," Sefcovic added. He does not think this is a final decision and believes the return to more rational discussion of gas supply routes is possible.
Sefkovic expressed confidence negotiations with Gazprom and Russia on gas supplies to Europe will continue and it is too early to speak about the final decision.
Full transparency of intergovernmental agreements and commercial contracts on gas supplies is needed, the energy commissioner added.
Ukraine will receive assistance of the EU and international institutions for the upgrade of its obsolete gas transportation system to secure stable gas supplies to Europe through its territory, Sefcovic said.
Russian President Vladimir Putin announced on December 1, 2015 during his visit to Ankara that Moscow was dropping plans to build the South Stream pipeline. Instead, Mr. Putin said Russia would pursue an alternative transit route to Turkey in addition to the Blue Stream pipeline and set up a gas hub on the border between Turkey and Greece.
Gazprom CEO Alexey Miller said later the Turkish Stream will be the only route for future supplies of 63 bln cubic meters of the Russian gas currently flowing through Ukraine.

Η Τουρκία αποκομίζει μεγάλα οφέλη από τον Turkish Stream
Ο αγωγός φυσικού αερίου Turkish Stream συνολικής χωρητικότητας 63 δις. κυβικών μέτρων ετησίως θα περνά κάτω από τη Μαύρη θάλασσα και η όδευσή του θα είναι εν πολλοίς η ίδια με εκείνη του South Stream. Τη δήλωση αυτή έκανε ο διευθύνοντας της Gazporm, Αλεξέι Μίλερ, μετά τη συνάντηση με τον υπουργό Ενέργειας της Τουρκίας Τανέρ Γιλντίζ, όπως αναφέρει η εφημερίδα οικονομικών θεμάτων Kommersant.
Σύμφωνα με τον Μίλερ, η Gazprom σκοπεύει ως το 2020 να σταματήσει τη διέλευση αερίου μέσω της Ουκρανίας και ως τότε θα πρέπει να έχει ολοκληρωθεί η κατασκευή του Turkish Stream, ενώ η Ευρώπη θα πρέπει να έχει κατασκευάσει αγωγούς για την λήψη 63 δις. κυβικών μέτρων φυσικού αερίου από την Τουρκία. Περίπου 600 χλμ. του αγωγού θα περνούν από τον παλιό διάδρομο του South Stream και 250 από νέο διάδρομο προς την κατεύθυνση του ευρωπαϊκού τμήματος της Τουρκίας.
Κέρδη για την Τουρκία
Σύμφωνα με ρώσους ειδικούς, η ρωσική εταιρία υποχρεώθηκε να ανταποκριθεί στις επιθυμίες των τούρκων εταίρων της. Ο κύριος αναλυτής της επενδυτικής εταιρίας UFS, Ιλιά Μπαλακίρεφ, αναφέρει ότι «η Gazprom επέμενε σε άλλη εκδοχή, κατά την οποία το υποθαλάσσιο τμήμα του αγωγού θα περνούσε παράλληλα με τον άλλο αγωγό φυσικού αερίου Blue Stream και θα ήταν φθηνότερο για την εταιρία». Όπως εξηγεί, η οδός που επιλέχθηκε δεν είναι τόσο κακή καθώς ουσιαστικά είναι ίδια σε ποσοστό μεγαλύτερο του 70% με τον South Stream, ο οποίος είχε ήδη σχεδιαστεί...............http://gr.rbth.com

Bulgaria Still Hopeful of South Stream Pipeline
"We aren't excluding any options [concerning South Stream], because we have not received the official Russian position," Plevneliev said in an interview with the Prague newspaper Lidove noviny.
Plevneliev also indicated that the Bulgarian government is proceeding with the preparatory work for the project's implementation and expressed hope that construction of the gas pipeline would be resumed.
"I hope that the project will eventually get all the necessary construction permits. The Bulgarian position is clear – the project can be implemented only on condition that it will be in compliance with the legal standards of the EU," Bulgarian President emphasized.
The announcement comes at a time when Bulgaria is highly dependent on Russian energy supplies, with about 90 percent of its natural gas coming from Russia.
On December 1, 2014, Russian President Vladimir Putin announced that Russia was abandoning the South Stream gas project.
Among the reasons cited by the president for the project's cancellation, included the "non-constructive" position of the European Commission. Brussels claimed that the project violated the European Union's Third Energy Package, which prohibits the companies simultaneous owning both the gas and the pipeline through which it runs.
On the same day, the head of Russia's energy giant Gazprom Alexei Miller confirmed that the South Stream project had been abandoned, saying that it would be replaced by an alternative pipeline routed through Turkey.
The so-called Turkish Stream will deliver Russian gas to Turkey and customers in South Europe by means of a transit hub on the Turkish-Greek border.

Ukraine’s Naftogaz sues Gazprom for $6 billion in Stockholm arbitration (Gazprom’s report)
Naftogaz’s total claim together with interest amounts to $6.2 billion, the Russian gas giant said in its financial statements for the first nine months of 2014.
The Stockholm Arbitration Tribunal will hold oral hearings on mutual claims filed by Gazprom and Ukraine’s national energy company Naftogaz not earlier than in February-March 2016, the Russian gas giant said in its IFRS financial statements released on Thursday.
Naftogaz filed a claim with the Stockholm Arbitration Tribunal on October 13, 2014, seeking to "oblige Gazprom to pay a compensation of $3,200 million (and related interest) to Naftogaz Ukraine for the failure to provide gas for transit," the Russian gas giant’s financial statements said.
Naftogaz also seeks to acknowledge that the transit tariff stipulated in the gas contract with Gazprom "should be revised in such a way as provided in further written statements of Naftogaz Ukraine in line with key principles of the Swedish contractual law," the report said.

Russia’s Gazprom cancels plans to expand Nord Stream (Sources)
“The political situation is currently complicated. We were not allowed access to OPAL (gas pipeline in Germany). Why build two more arms? We are not building them,” one source told Reuters.
Gazprom said last year it could increase the pipeline that runs under the Baltic Sea to Germany with a line that would go to Britain, but a second source confirmed Gazprom currently had no plans to extend the pipeline to Britain.
Nord Stream consists of two pipes with an annual capacity of 55 billion cubic meters, enough to supply around 10 percent of the European Union’s annual gas needs.
The construction of two more pipes would have doubled Nord Stream capacity.
- Currently Nord Stream is running at around half its capacity because Gazprom is allowed only limited access to the Opal pipeline which runs through Germany to the Czech Republic and connects to Nord Stream.
The Russian company has so far failed to secure greater access, with talks complicated by tensions between the EU and Russia over the Ukraine crisis. In November, the EU pushed back a deadline for deciding on Russian access to Opal until the end of January.
Last year, Russia also scrapped its South Stream pipeline project over disagreements with the EU.
Instead, Gazprom said it planned to build a pipeline across the Black Sea towards Turkey, bypassing Ukraine as a transit route to Europe.
Gazprom was not available for immediate comment.

Russia to lift discount for shipments of natural gas to Ukraine
The conditions of the winter package will remain in effect till the end of March, and from April 1, the discount that was provided by the Government of the Russian Federation, will cease to have effect. From April 1, gas supplies to Ukraine will be carried out strictly in accordance with the contract," said Miller.
In accordance with the winter plan, the price of Russian gas for Ukraine in November-December made up 378 dollars (given the discount to the contract price of $100 per thousand cubic meters).

Russian gas deliveries to Ukraine and EU uninterrupted (Ukraine's Naftogaz)
"The information circulating in the media that Russian gas has stopped going to the EU through Ukraine dates back to 2009 and has nothing to do with the current situation. As of 2015, there were no breaks in Russian gas deliveries to the Ukraine GTS," the statement said.
The CEO of Russia's Gazprom gas giant said in mid-January that risks persist for gas supplies to Europe via Ukraine as the latter falied to import the necessary ammounts of natural gas in November and December due to financial difficulties.

Bulgarian PM proposes creating gas hub on border with Turkey
“An intersystem gas pipeline with Greece should be built using European money.
Besides, I acquainted our partners with our joint idea with the European Commission to build a gas hub on the Turkish border, if the project (for the construction of a gas pipeline between Russia and Turkey) is really implemented,” Borisov said.
The Bulgarian premier also confirmed a ban on shale gas extraction in Bulgaria using the hydraulic fracturing method. “We have stated on numerous occasions that unless a technology is found to guarantee the absence of environmental problems in the most fertile part of Bulgaria, we’ll keep the moratorium on shale gas extraction. Our position is clear and understandable to our partners,” the Bulgarian premier said.
Gazprom head Alexey Miller said on Wednesday that EU countries should hurry up with the construction of infrastructure to receive Russian natural gas from the Turkish Stream gas pipeline project. “They have a maximum of several years for this. This is a very tight schedule. To comply with it, work for the construction of new trunk gas pipelines should be started in EU countries right now. Otherwise, these gas volumes may be redirected to other markets,” the Gazprom head said.
The Turkish Stream gas pipeline project is the sole route for Russia’s future supplies of 63 billion cubic meters of natural gas to Europe currently delivered via Ukraine, Miller said.
The Gazprom head made this statement in response to a question about the fate of Russia’s South Stream gas pipeline project.
“The project is closed. The Turkish Stream is the sole route, which can deliver 63 billion cubic meters of Russian natural gas transited across Ukraine so far. There are no other options,” Miller said.
- Gazprom has notified its European partners about its Turkish Stream gas pipe plans and now their task is to create the necessary gas transport infrastructure from the border of Turkey and Greece, the Gazprom head said.
