Gazprom: gas supplies to Ukraine can stop in two days

There's 219 million cubic meters of Russian gas left that Ukraine has prepaid for, no new prepayments have been submitted yet, Russian gas giant Gazprom CEO Alexey Miller told journalists on Tuesday.
According to Miller, supplying 114 million cubic meters of natural gas to Ukraine will lead to cessation of deliveries which will jeopardize natural gas supplies to Europe.

On Monday Ukraine's Naftogaz claimed that Russia had breached the agreements reached in Brussels by no supplying the prepaid ammounts of gas to Ukraine..............http://tass.ru/en/economy/77927524/2/15

Europe should respond to Ukraine’s statement on gas transit guarantees. ("Ukraine grants itself the right to steal Russian gas intended for European consumers")

Europe should respond to a statement by Ukrainian Prime Minister Arseniy Yatsenyuk that Ukraine can give no guarantees for safe Russian natural gas transit to Europe, Gazprom Deputy CEO Alexander Medvedev said on Friday.

“Yatsenyuk said yesterday that Ukraine will not be able to ensure the safety of gas supplies from Russia to Europe,” he said.

“I can interpret these words as saying that Ukraine grants itself the right to steal Russian gas intended for European consumers. This needs a response not only from Russia, but also from Europe,” the Gazprom deputy CEO said.

The Ukrainian national energy company Naftogaz earlier filed a claim with the Stockholm Arbitration Tribunal, disputing some provisions of the gas transit contract with Gazprom.

Ukraine Demands Gas Transit Contract With Europe, Refuses to Guarantee Safe Transit

KIEV, October 16  – Ukraine will not guarantee uninterrupted transit of Russian gas to Europe via its territory unless it signs a gas transit contract with EU partners, Prime Minister Arseniy Yatsenyuk said Thursday.

“Ukraine declares that we are a state that guarantees uninterrupted transit of natural gas, but in order to guarantee it, we need to sign an agreement with European companies,” he said.

In the past months, Ukraine, a major transit nation for Europe-bound Russian gas, has been pushing for an agreement that would enable European companies to buy Russian gas as soon as it crosses into the territory of Ukraine.

Currently, European companies buy Russian gas on the western border between the European Union and Ukraine.

Ukraine’s oil and gas company Naftogaz earlier said it had requested the Stockholm court of international arbitration to review the transit contract with Russia.

Russia calls for draft of new international climate agreement

Russia complies with all of its obligations under the Kyoto Protocol but calls for prompt steps to draft a new international climate agreement, presidential chief of staff Sergei Ivanov said at the Eco Forum Global Annual Conference 2014 in Guiyang, the capital city of Southwestern China's Guizhou Province, on Friday, July 11, reports ITAR-TASS.

"Russia is one of the leaders in reducing greenhouse gas emissions and is calling for quick steps to draft a new climate agreement that would be universal in scope and comprehensive in nature," he said.

Ivanov believes that a new agreement may contain different climate obligations for industrialised and developing nations.

Gas deals expected during Putin's China visit

Vice Foreign Minister Cheng Guoping said on Thursday that China and Russia are expected to reach agreements on natural gas during Russian President Vladimir Putin's visit to China.

Putin will pay a state visit to China from May 20 to 21 at the invitation of Chinese President Xi Jinping and attend the fourth summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Shanghai.

During their meeting in Sochi, Xi and Putin reached important agreements on gas, and the vast majority of the text of contracts was agreed.

The gaps between the two sides are mainly on price, Cheng said, adding that the companies involved are in negotiations in Moscow.

Putin’s China visit may seal landmark gas agreement

Russian President Vladimir Putin will next week travel to China for a visit expected to see Moscow and Beijing seal a landmark gas agreement, the Kremlin said on Tuesday.

During the May 20 visit to Shanghai, Putin will oversee the signing of a number of "important agreements" in trade and energy, the Kremlin said without providing further details.

Deputy Prime Minister Arkady Dvorkovich said last month that Russia and China planned to wrap up a decade of talks on supply of Russian natural gas before Putin's China visit.

While Putin visits Beijing, China and Russia will hold a joint naval drill in the northern part of the East China Sea between May 20 and 26, a spokesman for the Chinese navy announced on Tuesday.

Liang Yang told a press conference that the "Joint Sea 2014" drill will focus on defense and attack, escorts, search and rescue and the freeing of hijacked ships.

Liang revealed that the two sides will dispatch a total of 14 vessels, two submarines, nine fixed-wing aircraft as well as helicopters and special forces for the exercise.

According to the spokesman, the event is a key measure for China and Russia to strengthen mutual political trust and for the two armies to deepen cooperation.

The drill aims to boost their capabilities to jointly cope with maritime security threats and will not target any third party, he added.

On May 21, Putin will take part in the fourth summit of the Conference on Interaction and Confidence Building Measures in Asia scheduled to be held in Shanghai.

Deal reached resolving Panama Canal row

A row over $1.6 billion in cost overruns on construction to widen the Panama Canal has been resolved, the parties said Friday, ensuring completion of the massive project.

The Panama Canal Authority and the consortium "Grupo Unidos por el Canal" (GUPC) announced "a final agreement in principle" after intense talks to resolve a two-month-long standoff.

"The plan here is that we would enter into commercial operations in January 2016," said Jorge Quijano, the canal administrator.


Under the original schedule, the canal expansion was supposed to have been ready this year.

The agreement offers co-financing of the construction, while awaiting the result of arbitration to assign final responsibility for the cost overruns, the consortium said.

In their deal, both sides agreed to make an immediate payment of 100 million dollars to the project, a cash infusion that will permit "the normal rhythm of work" to resume, the canal authority said.

The accord also extends until 2018 a moratorium on payment of a $784 million loan which the canal authority had advanced to GUPC. Paperwork was being drawn up for the agreement and was to be signed "shortly," the parties said in a statement said.

"GUPC expects the prompt conclusion of the agreement and the financing with the aim of executing the works and completing the project efficiently," it said.

Quijano said the agreement was not perfect, but "it has the advantage that we can resume work rapidly and with the injection (of funds) we could be talking about completion of the projection in 2015."

Seen as one of the world's engineering marvels, the century old waterway handles five percent of the world's maritime trade.

The construction to add wider locks and channels capable of handling much larger container ships is one of the world's most ambitious civil engineering projects.

But in early February, a financial row led to a complete two-week suspension of the project by GUPC, which includes Sacyr, Italy's Salini Impregilo, Belgium's Jan De Nul and Constructora Urbana of Panama.

Work resumed on the massive construction project on February 20, and completion on the project is now assured following Friday's deal.

Relief over the agreement was palpable on both continents Friday.

Ban welcomes deal at UN-led climate change talks as step towards 2015 treaty

 23 November 2013 – The United Nations-led climate talks in Warsaw, Poland, concluded today with an agreement that Secretary-General Ban Ki-moon called an important stepping stone towards a universal legal agreement in 2015.

“The Secretary-General welcomes the outcome of the UN Climate Change Conference that concluded today in Warsaw and he congratulates Poland for successfully hosting the Conference,” his spokesperson said in a statement.

The deal hammered out today ends two-weeks of talks between diplomats and environment experts representing more than 195 Parties to the UN Framework Convention on Climate Change (UNFCCC), the parent treaty of the 1997 Kyoto Protocol.

For the first time, the talks, which are also known as the Conference of the Parties or COP-19, included participation from the private sector, with a UN-business forum held on its sidelines.

The agreement lays the groundwork for a legally-binding treaty to be adopted in 2015, and enter force by 2020, which would cut climate-altering greenhouse gas emissions.

In today's statement, Mr. Ban welcomed the Parties' decision “to intensify immediate actions to fight climate change” and to come forward with their national contributions to the agreement well before its finalization in 2015.

The talks were made all the more urgent by the devastation in Philippines from Typhoon Haiyan that killed thousands of people and affected 13.25 million overall just as participants were arriving in Poland.

Today's deal comes one year before the 2014 Climate Summit that Mr. Ban said he would convene in New York in September during the General Assembly.

Mr. Ban has asked world leaders, as well as leaders from business, finance, local government and civil society, to bring bold announcements and actions that will lead to significantly reduced greenhouse gas emissions and strengthened adaptation and resilience efforts, his spokesperson said in reference to the 2014 summit.

“Much more needs to be done over the coming two years to achieve the ambitious agreement necessary to keep the global temperature rise below two degrees Celsius,” the spokesperson said in the statement.
