Russia’s Gazprom cancels plans to expand Nord Stream (Sources)
“The political situation is currently complicated. We were not allowed access to OPAL (gas pipeline in Germany). Why build two more arms? We are not building them,” one source told Reuters.
Gazprom said last year it could increase the pipeline that runs under the Baltic Sea to Germany with a line that would go to Britain, but a second source confirmed Gazprom currently had no plans to extend the pipeline to Britain.
Nord Stream consists of two pipes with an annual capacity of 55 billion cubic meters, enough to supply around 10 percent of the European Union’s annual gas needs.
The construction of two more pipes would have doubled Nord Stream capacity.
- Currently Nord Stream is running at around half its capacity because Gazprom is allowed only limited access to the Opal pipeline which runs through Germany to the Czech Republic and connects to Nord Stream.
The Russian company has so far failed to secure greater access, with talks complicated by tensions between the EU and Russia over the Ukraine crisis. In November, the EU pushed back a deadline for deciding on Russian access to Opal until the end of January.
Last year, Russia also scrapped its South Stream pipeline project over disagreements with the EU.
Instead, Gazprom said it planned to build a pipeline across the Black Sea towards Turkey, bypassing Ukraine as a transit route to Europe.
Gazprom was not available for immediate comment.

European Commission postpones decision on OPAL pipeline until October 31
MOSCOW, September 15. /ITAR-TASS/. The European Commission has postponed the decision on the OPAL pipeline, which links Russia and Europe via Nord Stream bypassing transit countries, until October 31, the Russian Energy Ministry said on Monday.
The ministry confirmed it had received the Commission’s postponement note.
The delay was provoked by the upcoming trilateral gas talks between Russia, the European Union and Ukraine, the date of which has not been determined yet.
By delaying the decision, the European Commission is trying to give Kiev better positions in the negotiations with Gazprom, taking into account the latter’s interest in preserving a viable transit route via Ukraine, a source told ITAR-TASS.
The European Commission was expected to decide by September 15 whether Gazprom could fill up the whole of the OPAL pipeline, which is the final distribution link of the Nord Stream pipeline.
Under the Third Energy Package, some of OPAL’s capacities should be reserved for gas from independent suppliers. In practice, this will limit Gazprom’s gas supplies to Europe by Nord Stream, which appears to be the most reliable route amid the ongoing conflict in Ukraine.
Russian Energy Minister Alexander Novak said on August 29 after talks with EU Energy Commissioner Guenther Oettinger that the working group on access to OPAL would meet shortly.

The OPAL (Ostsee Pipeline Anbindungs-Leitung) is a natural gas pipeline in Germany alongside the German eastern border. The OPAL pipeline is one of two projected pipelines to connect the Nord Stream pipeline to the existing pipeline grid in Middle and Western Europe, the other one being the NEL pipeline.
The OPAL will pick up the natural gas in Lubmin near Greifswald from the Nord Stream pipeline and transport it 470 kilometres south to Olbernhau on the Czech border. The OPAL will not only provide connecting points for discharging the gas into the existing pipeline network, it will also link up the current natural gas transit lines. That will strengthen Germany's position as a focal point in Europe for the growing natural gas market.
Nord Stream will transport 27.5 billion cubic metres of natural gas from late 2011, and up to 55 billion cubic metres from 2012. This amount of gas corresponds to the energy produced by 55 coal power plants pr 20 new nuclear reactors.
The Shtokman gas and condensate field will be a resource base for gas deliveries via Nord Stream.

Gazprom Vows to Use Alternative Routes if Ukraine Starts Tapping Transit Gas
He said that Gazprom would keep daily records of volumes of Russian gas leaving the Ukrainian gas transit network.
"If we notice that [some] gas is on the territory of Ukraine… in this case, we would boost deliveries via the Nord Stream, the Yamal-Europe pipeline and will increase the volumes of gas stored in underground storage facilities in Europe," he said.
Ukrainian Energy Minister Yuriy Prodan said Kiev would ensure reliable gas transit to European nations. Gazprom’s spokesman Sergei Kupriyanov said earlier European consumers will receive Russian gas deliveries in full volume.
Ukraine stopped receiving gas from Russia on Monday, except for the daily 185 million cubic meters intended for further transit to Europe, after Gazprom had implemented a prepayment plan for the delivery of Russian fuel to Ukraine’s Naftogaz at 10:00 a.m. MSK (06:00 a.m. GMT) due to Naftogaz' $4.458-billion debt.
Miller said the measure, the implementation of which had been postponed several times this month, was forced because of Ukraine’s blackmailing during negotiations. Miller said that to date the debt amounts 11.5 billion cubic meters of gas in unpaid supplies.
The gas price for Ukraine surged from $268.5 to $485.50 per 1,000 cubic meters in April after Russia canceled two discounts granted previously to the country. The latest price proposed by Russia stands at $385, which is the average market price Gazprom offered Kiev after axing a deal to subsidize gas exports to Ukraine.
Having found no consensus on the price with Russia, Naftogaz' CEO Andriy Kobolev addressed the European Commission with a request to increase reverse supplies along the Slovakian route.
European Energy Commissioner Spokesperson said Russian gas supply to the EU was normal and the early warning mechanism had not been triggered.

«Όχι» της Εσθονίας σε Αίτημα για Επέκταση του Αγωγού Nord Stream
Τον Αύγουστο, οι εταιρείες που συμμετέχουν στον ρωσικό αγωγό υπέβαλαν στις αρχές της Εσθονίας το αίτημά τους για έρευνες σε μήκος 4χμ του πυθμένα, ώστε να κατασκευαστεί μια τρίτη και τέταρτη γραμμή μεταφοράς αερίου.
Η κυβέρνηση όμως, απάντησε ότι αυτού του είδους οι εργασίες πιθανώς θα αποκάλυπταν ευαίσθητες πληροφορίες για τον ορυκτό πλούτο της χώρας, ενώ θα έθεταν σε κίνδυνο και το οικοσύστημα.

Διχάζει την Εσθονία ο Nord Stream
Η επιστολή έρχεται μόλις ένα μήνα αφότου το ρωσο-γερμανικό project ζήτησε άδεια προκειμένου να πραγματοποιηθούν οι απαραίτητες μελέτες στη θαλάσσια ζώνη της Εσθονίας.
Παρόλο που η Ρωσία έχει επανειλημμένα διαβεβαιώσει τη χώρα ότι ο αγωγός δεν πρόκειται να χρησιμοποιηθεί πολιτικά, η Εσθονία δε φαίνεται να έχει εμπιστοσύνη στις προθέσεις της Ρωσίας.
Υπενθυμίζεται ότι παρόμοιο αίτημα είχε απορριφθεί από την Εσθονία για περιβαλλοντικούς λόγους
