Η Ευρωπαϊκή Επιτροπή και η ρωσική πετρελαϊκή εταιρεία Gazprom κατέληξαν σε μια διεθνή συμφωνία που θέτει τέλος στην έρευνα για την αντιμονοπωλιακή της δράση χωρίς την επιβολή προστίμων. Η Gazprom από την πλευρά της αναλαμβάνει την υποχρέωση να μεταρρυθμίσει τα επιχειρηματικά της μοντέλα στις χώρες της Ευρωπαϊκής Ένωσης για μια περίοδο οκτώ ετών.

Putin: Δεν έχουμε ακυρώσει "οριστικά" τα σχέδια κατασκευής των South Stream - Turkish stream

Ο Ρώσος πρόεδρος Βλαντίμιρ Πούτιν δήλωσε σήμερα ότι η Μόσχα δεν έχει ακυρώσει "οριστικά" τα σχέδιά της για την κατασκευή των αγωγών φυσικού αερίου South Stream και Turkstream, αλλά χρειάζεται μια σαφή θέση της Ευρώπης για αυτούς.

Τη Λύση της Συμφωνίας του South Stream Ανακοίνωσε και Επίσημα η Gazprom

Δεν υφίσταται πλέον η συμφωνία για τον αγωγό φυσικού αερίου South Stream, όπως ανακοίνωσε σήμερα, Τετάρτη, η Gazprom.

Ο αγωγός επρόκειτο να προμηθεύει την Ευρώπη με 67 bcm ρωσικού φυσικού αερίου ετησίως και το κόστος της κατασκευής του υπολογιζόταν σε 15,5 δις ευρώ.

Το πρότζεκτ του αγωγού South Stream αποτελεί πλέον παρελθόν, σήμερα στην ημερήσια διάταξη βρίσκεται ο βαλκανικός κόμβος φυσικού αερίου και πρέπει αυτόν να θέσει η Βουλγαρία ως προτεραιότητα στην Κομισιόν σε συνδυασμό με τους αγωγούς διασύνδεσης με τις γειτονικές χώρες.

EU failed to discuss Russia’s gas turn to Turkey in place of South Stream (Juncker)

Russia’s decision to scrap its South Stream gas pipeline project and the subsequent move to extend a new gas route to Turkey instead was raised at an extraordinary summit of the European Union on Thursday night, Jean-Claude Juncker, the president of the European Commission, said.

Juncker said, however, that although the issue of the Russian natural gas deliveries via the abandoned South Stream pipeline project was raised at the summit, the participants failed to discuss subject.

Russian President Vladimir Putin announced on December 1, 2014 that the project to build the South Stream gas pipeline was closed due to the European Union’s unconstructive approach to cooperation in that sphere, including Bulgaria’s decision to stop the construction of the pipeline’s stretch on its territory.

Instead, Russia will build a gas pipeline to Turkey where a gas hub on the border with Europe will be created, Putin said.................http://tass.ru/en/economy/777375

EC hopes to return to talks with Russia concerning South Stream counterpart projects

The European Commission hopes to return to talks with Russia on the South Stream counterpart projects and regards the Turkish Stream gas pipeline construction unfeasible, the EC energy commissioner Maros Sefcovic said...

"A first assessment is that this would not work," Sefcovic added. He does not think this is a final decision and believes the return to more rational discussion of gas supply routes is possible.

Sefkovic expressed confidence negotiations with Gazprom and Russia on gas supplies to Europe will continue and it is too early to speak about the final decision.

Full transparency of intergovernmental agreements and commercial contracts on gas supplies is needed, the energy commissioner added.

Ukraine will receive assistance of the EU and international institutions for the upgrade of its obsolete gas transportation system to secure stable gas supplies to Europe through its territory, Sefcovic said.

Russian President Vladimir Putin announced on December 1, 2015 during his visit to Ankara that Moscow was dropping plans to build the South Stream pipeline. Instead, Mr. Putin said Russia would pursue an alternative transit route to Turkey in addition to the Blue Stream pipeline and set up a gas hub on the border between Turkey and Greece.

Gazprom CEO Alexey Miller said later the Turkish Stream will be the only route for future supplies of 63 bln cubic meters of the Russian gas currently flowing through Ukraine.

Η Τουρκία αποκομίζει μεγάλα οφέλη από τον Turkish Stream

Ο νέος αγωγός φυσικού αερίου από τη Ρωσία προς την Τουρκία θα διέρχεται κυρίως από τη διαδρομή που είχε σχεδιαστεί για τον South Stream. Το έργο αναμένεται να ολοκληρωθεί ως το 2020, τότε που σχεδιάζεται να διακοπεί η διαμετακόμιση αερίου μέσω Ουκρανίας...


Ο αγωγός φυσικού αερίου Turkish Stream συνολικής χωρητικότητας 63 δις. κυβικών μέτρων ετησίως θα περνά κάτω από τη Μαύρη θάλασσα και η όδευσή του θα είναι εν πολλοίς η ίδια με εκείνη του South Stream. Τη δήλωση αυτή έκανε ο διευθύνοντας της Gazporm, Αλεξέι Μίλερ, μετά τη συνάντηση με τον υπουργό Ενέργειας της Τουρκίας Τανέρ Γιλντίζ, όπως αναφέρει η εφημερίδα οικονομικών θεμάτων Kommersant.

Σύμφωνα με τον Μίλερ, η Gazprom σκοπεύει ως το 2020 να σταματήσει τη διέλευση αερίου μέσω της Ουκρανίας και ως τότε θα πρέπει να έχει ολοκληρωθεί η κατασκευή του Turkish Stream, ενώ η Ευρώπη θα πρέπει να έχει κατασκευάσει αγωγούς για την λήψη 63 δις. κυβικών μέτρων φυσικού αερίου από την Τουρκία. Περίπου 600 χλμ. του αγωγού θα περνούν από τον παλιό διάδρομο του South Stream και 250 από νέο διάδρομο προς την κατεύθυνση του ευρωπαϊκού τμήματος της Τουρκίας.
Κέρδη για την Τουρκία

Σύμφωνα με ρώσους ειδικούς, η ρωσική εταιρία υποχρεώθηκε να ανταποκριθεί στις επιθυμίες των τούρκων εταίρων της. Ο κύριος αναλυτής της επενδυτικής εταιρίας UFS, Ιλιά Μπαλακίρεφ, αναφέρει ότι «η Gazprom επέμενε σε άλλη εκδοχή, κατά την οποία το υποθαλάσσιο τμήμα του αγωγού θα περνούσε παράλληλα με τον άλλο αγωγό φυσικού αερίου Blue Stream και θα ήταν φθηνότερο για την εταιρία». Όπως εξηγεί, η οδός που επιλέχθηκε δεν είναι τόσο κακή καθώς ουσιαστικά είναι ίδια σε ποσοστό μεγαλύτερο του 70% με τον South Stream, ο οποίος είχε ήδη σχεδιαστεί...............http://gr.rbth.com

Bulgaria Still Hopeful of South Stream Pipeline

Bulgaria still hopes that the South Stream gas pipeline project will be implemented, Bulgarian President Rosen Plevneliev said Friday...

"We aren't excluding any options [concerning South Stream], because we have not received the official Russian position," Plevneliev said in an interview with the Prague newspaper Lidove noviny.

Plevneliev also indicated that the Bulgarian government is proceeding with the preparatory work for the project's implementation and expressed hope that construction of the gas pipeline would be resumed.

"I hope that the project will eventually get all the necessary construction permits. The Bulgarian position is clear – the project can be implemented only on condition that it will be in compliance with the legal standards of the EU," Bulgarian President emphasized.

The announcement comes at a time when Bulgaria is highly dependent on Russian energy supplies, with about 90 percent of its natural gas coming from Russia.

On December 1, 2014, Russian President Vladimir Putin announced that Russia was abandoning the South Stream gas project.

Among the reasons cited by the president for the project's cancellation, included the "non-constructive" position of the European Commission. Brussels claimed that the project violated the European Union's Third Energy Package, which prohibits the companies simultaneous owning both the gas and the pipeline through which it runs.

On the same day, the head of Russia's energy giant Gazprom Alexei Miller confirmed that the South Stream project had been abandoned, saying that it would be replaced by an alternative pipeline routed through Turkey.

The so-called Turkish Stream will deliver Russian gas to Turkey and customers in South Europe by means of a transit hub on the Turkish-Greek border.

Bulgarian PM proposes creating gas hub on border with Turkey

Bulgarian Prime Minister Boyko Borisov said on Thursday at a meeting with US Secretary of State John Kerry that he favored the idea of creating a gas hub on the border with Turkey.
“An intersystem gas pipeline with Greece should be built using European money.

Besides, I acquainted our partners with our joint idea with the European Commission to build a gas hub on the Turkish border, if the project (for the construction of a gas pipeline between Russia and Turkey) is really implemented,” Borisov said.
  The Bulgarian premier also confirmed a ban on shale gas extraction in Bulgaria using the hydraulic fracturing method.  “We have stated on numerous occasions that unless a technology is found to guarantee the absence of environmental problems in the most fertile part of Bulgaria, we’ll keep the moratorium on shale gas extraction. Our position is clear and understandable to our partners,” the Bulgarian premier said.
Gazprom head Alexey Miller said on Wednesday that EU countries should hurry up with the construction of infrastructure to receive Russian natural gas from the Turkish Stream gas pipeline project. “They have a maximum of several years for this. This is a very tight schedule. To comply with it, work for the construction of new trunk gas pipelines should be started in EU countries right now. Otherwise, these gas volumes may be redirected to other markets,” the Gazprom head said.
The Turkish Stream gas pipeline project is the sole route for Russia’s future supplies of 63 billion cubic meters of natural gas to Europe currently delivered via Ukraine, Miller said.
The Gazprom head made this statement in response to a question about the fate of Russia’s South Stream gas pipeline project.
“The project is closed. The Turkish Stream is the sole route, which can deliver 63 billion cubic meters of Russian natural gas transited across Ukraine so far. There are no other options,” Miller said.
  • Gazprom has notified its European partners about its Turkish Stream gas pipe plans and now their task is to create the necessary gas transport infrastructure from the border of Turkey and Greece, the Gazprom head said.

Russia’s new gas pipeline to Turkey may be named Turkish Stream

Russia’s new natural gas pipeline, which energy giant Gazprom will built in place of the South Stream pipeline, might be called the Turkish Stream, Gazprom deputy CEO Alexander Medvedev said on Monday.

“The South Stream pipeline will not be constructed and we will be implementing another project, which will get its name in the nearest future,” Medvedev said. “Our partners in Turkey proposed the name of the Turkish Stream.”

Russian President Vladimir Putin announced on December 1 that Russia was abandoning its South Stream gas pipeline project in Europe over the European Commission’s unconstructive approach and instead was planning to build a gas pipeline to Turkey.

Gazprom will build a gas hub on the Turkey-Greece border under a new 63 billion cubic meter pipeline project. Gazprom CEO Alexey Miller said the construction of a gas pipeline to Turkey will make it possible to reduce the risks linked with natural gas transit through Ukraine. Bulgaria to send delegation to Moscow to discuss South Stream (reports)

Bulgaria’s Cabinet plans to send a government delegation to Moscow on December 19 to discuss the prospect of reviving the South Stream gas pipeline project, Russian and Bulgarian media quoted Economy Minister Bozhidar Loukarski as saying in Belgrade on December 16, following meetings with Serbian officials.
“Bulgaria never intended to give up on the South Stream project and would like to hear the official position of the Russian Energy minister on it,” he is quoted as saying. He also said that the pipeline could be brought in line with the EU regulations, although it remains unclear to what extent Russia is willing to do so, given that EU rules were one of the main obstacles cited by Russian president Vladimir Putin when he announced the project’s cancellation in Ankara on December 1.

Bulgaria ready to place gas hub for European consumers

Bulgaria is ready to place on its territory a gas distribution European-scale station, instead of the South Stream project, according to a verbatim account of a meeting of the Bulgarian government on Wednesday.

“We can build a gas storage facility in Varna, where /South Stream/ pipes were to come out of the Black Sea. The European Commission, under the plan /of its President Jean-Claude/ Juncker, may finance the construction of a liquefied gas storage facility. It will be filled there and pumped from there to Europe,” Prime Minister Boiko Borisov said. “The European Commission will sponsor this hub. We make a distribution centre of the Energy Union in Varna, and we are number one in terms of diversification. It is not in the interests of Turkey or Greece, or any other country. It is in our interests and in the interests of the European Union, and we must solve this problem. We offer the European Commission and the entire Europe a perfect option of placing a gas hub in Bulgaria, not in Turkey.”

Borisov instructed the ministers to notify all parties concerned about this initiative.

On December 1, after the talks with Turkish President Recep Tayyip Erdogan, Russian President Vladimir Putin said that Russia was ready not only extend the Blue Stream pipeline but also to build another pipeline system to satisfy Turkey’s growing demand and to build a gas hub at the border between Turkey and Greece to pump gas to Southern Europe.

On the same day, the Russian leader said that in current conditions Russia would not implement the South Stream project. Gazprom CEO Alexei Miller said the project was no longer topical. “The project is closed, and that’s it,” he told journalists, commenting on the results of the top-level Russia-Turkey talks.

The South Stream project estimated at 15.5 billion euro was meant to supply 67 billion cubic metres of gas a year. Now, the capacity of the Blue Stream gas pipeline that runs across the bottom of the Black Sea to Turkey is 16 billion cubic metres of gas a year. Turkey has repeatedly offered Russia to use its territory as a starting point for gas supplies to Europe.

Gas pipeline to Crimea to be connected to projected gas pipeline to Turkey

The gas pipeline connecting the Republic of Crimea with the Krasnodar Territory of Russia will be laid under the Kerch Strait in 2018, Minister of Fuel and Energy of Crimea Sergei Yegorov said at a meeting of the republic’s Council of Ministers on Tuesday.

“The gas pipeline will be laid under the Kerch Strait and will go onshore in Kerch,” Yegorov said. “This is a serious gas pipeline that will be connected in the Krasnodar Territory to the projected gas pipeline that will now run to Turkey, the former South Stream.”

Russia’s Gazprom natural gas giant signed a memorandum of understanding with Turkey’s Botas on December 1 on constructing an offshore gas pipeline across the Black Sea towards Turkey. The memorandum was signed in the presence of Russian President Vladimir Putin and Turkish President Tayyip Recep Erdogan. The new gas pipeline will have a capacity of 63 billion cubic metres, with 14 billion cubic metres slated for Turkish consumers (identical amount is being delivered via the Balkan Corridor) and nearly 50 billion cubic meters conveyed to the border between Turkey and Greece, where a delivery point will be arranged. The Russkaya compressor station being under construction in the Krasnodar region will serve as the pipeline starting point.

The total length of the Krasnodar Territory - Crimea pipeline will reach 135 kilometers and the pipe diameter - 700 mm.

According to the minister, the pipeline will first of all supply the city of Kerch with natural gas. “The federal target program (for the development of Crimea and the city of Sevastopol) and regional program envisage gas distribution network development in Kerch. The city’s gas supply infrastructure is only 71% developed today. Crimean cities’ gas infrastructure development is 89% on the average,” Yegorov said.

South Stream pipeline can be built (European Commission)

The South Stream project can be implemented, European Commission President Jean-Claude Juncker said on Thursday.
South Stream can be built, Juncker said after a meeting with Bulgarian Prime Minister Boyko Borisov.

Borisov shared the EC president’s view. “We are in favour of South Stream. We want South Stream to be built in compliance with the EU legislation,” he said.
Borisov said the energy ministers of the countries participating in the South Stream gas project would meet in Brussels on December 9.
“The preparations were not stopped. It was scheduled that the South Stream energy ministers would meet on December 9. This meeting will be held and I hope that it will settle problems, including on the Third Energy Package,” Borisov said.
  •  Meanwhile, Energy Minister Alexander Novak said Russia’s decision to stop the South Stream gas project is final.

Russia-Turkey relations in energy sector rise to strategic level. Russia will reduce by 6% gas price for Turkish consumers from January 1, 2015

Russian-Turkish relations in the energy sector have raised to strategic level, Russian President Vladimir Putin said after talks with his Turkish counterpart Recep Tayyip Erdogan.
Russia will increase gas supplies to the Turkish market by 3 billion cubic meters under the Blue Stream project, Putin said. Russia will reduce by 6% gas price for Turkish consumers from January 1, 2015, Putin said. 

Russia ready to further reduce gas price for Turkey as its strategic partner, Putin noted, adding that the 6% discount on gas price for Turkey is only the first step. The Russia president also said the free trade regime with Turkey is possible.
Putin has vowed the Akkuyu NPP (nuclear power plant) in Turkey will be built in due time, and all safety requirements will be observed. The Akkuyu nuclear plant is being built by Russia’s state-run corporation Rosatom.

South Stream construction

In the current situation, Russia cannot launch the South Stream gas pipeline project, the Russian president noted. However, Russia is ready to build another pipeline transportation system to meet Turkey’s economic needs and create additional gas hub on the border, he stressed. 
  • "If this idea is considered to be expedient, we can create an additional gas hub for consumers in southern Europe in the Turkish territory on the border with Greece,” Putin said.
Putin stressed that the EU's position on South Stream project is not constructive. 
  • Therefore, energy resources will be re-oriented to other regions and to LNG (liquefied natural gas) projects, he added. 
The Russian president also suggested that Bulgaria demands from EU to repay its loss of profit on the South Stream project.

EU Commission's Stance on South Stream in Serbia Still Unknown

The position of the new team of European Commissioners on the construction of the Serbian section of the Russia-led South Stream gas pipeline is not clear yet though preparations for the project are underway, the Russian president's top aide, Yury Ushakov, told journalists Wednesday.
"Preparations for the construction of the Serbian section are well underway. I expect them [European Commissioners] to mention it. It has been made clear to Serbia that it will find next to impossible to implement this project without a go-ahead from Brussels, although [Serbia] is more than ready. It is of great interest to them," the presidential aide said.

Ushakov said that the recent elections to the European Commission effectively put its decision-making on hold, meaning that it would take more time for the union's executive body to agree on a unified approach to the South Stream project. A new team of 28 commissioners, one from each member state, is appointed every five years.
  • "The Commission is getting new members, so we are still to learn about Brussels" stance [on the pipeline]. We are continuing to raise awareness of the project. It's not over yet. We are ready to go ahead," Ushakov said.
In early October, Serbian Deputy Prime Minister and Foreign Minister Ivica Dacic reaffirmed Belgrade's commitment to the South Stream project, saying it would go ahead with its construction.

Russian energy giant Gazprom started building the South Stream gas pipeline across the Black Sea in 2012 to reduce the unreliable passage of Russian natural gas to central and southern Europe through Ukraine. Κομισιόν προς Βελιγράδι: «Η Κατασκευή του South Stream θα Επηρεάσει Αρνητικά την Ενταξιακή Πορεία της Σερβίας»

Η κατασκευή του σερβικού κομματιού του South Stream θα έχει επιπτώσεις στην υποψηφιότητα της χώρας για την ΕΕ, διαμηνύει στο Βελιγράδι η Ευρωπαϊκή Επιτροπή στην ετήσια έκθεσή της για την διεύρυνση, η οποία αναμένεται να δοθεί αύριο, Τετάρτη, στη δημοσιότητα. 

Ωστόσο, η απειλή εμφανίζεται αρκετά αποδυναμωμένη, καθώς ο νέος Πρόεδρος της Κομισιόν, Ζαν-Κλωντ Γιούνκερ έχει αποκλείσει την εισδοχή νέων μελών στην Ένωση για την επόμενη πενταετία.

Σύμφωνα με την έκθεση, η διακυβερνητική συμφωνία ανάμεσα στη Σερβία και την Ρωσία για την κατασκευή του South Stream δεν είναι συμβατή με το «κοινοτικό κεκτημένο».


Η ίδια άποψη διατυπώνεται και σε «έγγραφο στρατηγικής» της Κομισιόν, που αναμένεται να δοθεί και αυτό αύριο στη δημοσιότητα, και βάσει του οποίου θα διαμορφωθούν οι συνομιλίες ένταξης της Σερβίας στην ΕΕ κατά το επόμενο 12μηνο.

Η Σερβία έχει υπογράψει από το 2008 με την Ρωσία συμφωνία για τη διέλευση του South Stream από το έδαφός της, ενώ μνημόνιο συνεργασίας για την κατασκευή διακλάδωσης του αγωγού έχει υπογράψει με την Μόσχα και η Σερβική Δημοκρατία της Βοσνίας.

Πηγές της ΕΕ αναφέρουν ότι το μήνυμα της Ένωσης προς τις υποψήφιες προς ένταξη χώρες είναι πως, προχωρήσουν με τον South Stream, παραβιάζουν την κοινοτική νομοθεσία, γεγονός που αναμένεται να προκαλέσει εμπόδια ιδιαίτερα στις προενταξιακές τους συνομιλίες αναφορικά με το κεφάλαιο που αφορά τον ενεργειακό τομέα.

Duma urges Gazprom to consider expediency of gas transit via Ukraine to Europe

First deputy head of the industry committee of the State Duma lower house of Russia’s parliament Vladimir Gutenev has urged Gazprom on Thursday to discuss the possibility of limiting or stopping the supplies of natural gas via Ukraine to Europe that is used for following reverse supply.

Gutenev sent an MP inquiry to Gazprom CEO Aleksei Miller, requesting the natural gas monopoly head to provide available information about the EU reverse gas supplies to Ukraine and their compliance with the contracts signed with the EU countries.


“As no response has been received from Gazprom yet, and the information about the re-export of Russian gas by European buyers to Ukraine is confirmed, I believe that we should discuss the need for limiting or stopping gas supplies on the Ukrainian route,” the lawmaker said. The Nord Stream pipeline capacities, reserved and not used under the EU Third Energy Package, may be used for ensuring the current gas exports to European countries, he said.

According to the lawmaker, “Gazprom should use the time of possible limiting or stopping gas supplies for maintenance and planned repair operations on the Ukrainian track for the preparation for the winter period of gas supplies to European consumers.”

“If the Europeans need gas - they, as consumers, cannot dictate the way they want to receive it. I think the proposed measures will be able to seriously motivate the European partners to implement the South Stream project,” Gutenev said.

La Bulgarie suspend tous les travaux sur le gazoduc South Stream

Le ministère de l'Economie et de l'Energie de Bulgarie a suspendu la réalisation du projet du gazoduc South Stream jusqu'à ce qu'il soit mis en conormité avec la législation européenne
 

Les fonctionnaires européens reprochent au projet South Stream le fait qu'en vertu des normes juridiques de l'Union européenne le fournisseur des vecteurs d'énergie, en l'occurrence Gazprom, n'a pas le droit de contrôler l'accès aux gazoducs.

Précédemment les autorités bulgares avaient déclaré que South Stream serait réalisé obligatoirement étant donné son importance pour l'ensemble de l'Europe.

Bulgarian President Rosen Plevneliev said on Tuesday that all activities related to the South Stream gas pipeline project should be put on hold until it was brought in line with European legislation.

The statement followed reports about the Bulgarian Energy Holding to prepare the decision on a contract with Russia’s Gazprom for a loan to finance Bulgaria’s participation in the project.
The president expressed surprise and indignation at the continuing project work by the government contrary to its public obligations assumed on June 8 to temporarily suspend the project, the presidential press service said.
Prime Minister Plamen Oresharski said earlier this month that Bulgaria would be able to convince the European Commission that its actions with regard to the South Stream gas pipeline project were justified and founded.

“South Stream will be. It’s not a Bulgarian project and I can only speak about what depends on us, not about the project as a whole, geopolitically,” he said.
The prime minister said Bulgaria had received the European Commission’s suggestions and had ordered all work on the project to be halted, primarily the signing of new contracts and agreements, until the two sides were sure that these suggestions were reasonable.
“We will try to convince the European Commission that we were acting correctly. We have enough arguments for that. But if we can’t do that, we will correct the actions the European Commission disapproved of. If we do not work out these issues now, we may face serious legal problems in the future,” he said.
Bulgaria is hoping to reap maximum benefits from the South Stream gas pipeline project, Minister of Economy and Energy Dragomir Stoynev said earlier.
“We should make maximum use of the South Stream project which is important for both Bulgaria and Europe and for which our country will not pay a single lev but we will create jobs, draw a profit and repay the loans for its construction through dividends,” the minister said.
Stoynev said South Stream “needs political support” and was the only project that could guarantee stable gas supplies. “Northern countries get gas from Nord Stream, and we should also have guaranteed supplies for southern countries from South Stream,” Stoynev said.
All participating countries have authorised the European Commission to conduct negotiations on the gas pipeline with Russia. “This is a strategic project for Europe and its construction should begin this year,” the minister said.
In his opinion, the best solution for Bulgaria would be having direct access to the gas supplier.
The contract to build the South Stream gas pipeline in Bulgaria is fully in line with European legislation, the Bulgarian Ministry of Economy and Energy said.
“The position of the ministry has been stated many times - the implementation of the South Stream project is important for Bulgaria both for diversifying gas supplies and from the economic point of view,” the ministry said.
“This is why during the talks with Russia in October 2013 Bulgaria, as an EU member state, could reach an agreement between the Bulgarian Energy Holding and Gazprom, under which the South Stream design company will make the gas pipeline capacity available for use by a third party as required by the Third Energy Package. This clearly shows compliance with our commitment to abide by European legislation,” the ministry said.
Stoynev said “the project will be implemented by European rules and will not violate European legislation” and stressed that “the work will be as transparent as possible”.
South Stream will be built across the Black Sea to South and Central European countries to diversify gas supplies to Europe and reduce the dependence on transit countries.
