Bulgarian PM proposes creating gas hub on border with Turkey

Bulgarian Prime Minister Boyko Borisov said on Thursday at a meeting with US Secretary of State John Kerry that he favored the idea of creating a gas hub on the border with Turkey.
“An intersystem gas pipeline with Greece should be built using European money.

Besides, I acquainted our partners with our joint idea with the European Commission to build a gas hub on the Turkish border, if the project (for the construction of a gas pipeline between Russia and Turkey) is really implemented,” Borisov said.
The Bulgarian premier also confirmed a ban on shale gas extraction in Bulgaria using the hydraulic fracturing method.  “We have stated on numerous occasions that unless a technology is found to guarantee the absence of environmental problems in the most fertile part of Bulgaria, we’ll keep the moratorium on shale gas extraction. Our position is clear and understandable to our partners,” the Bulgarian premier said.
Gazprom head Alexey Miller said on Wednesday that EU countries should hurry up with the construction of infrastructure to receive Russian natural gas from the Turkish Stream gas pipeline project. “They have a maximum of several years for this. This is a very tight schedule. To comply with it, work for the construction of new trunk gas pipelines should be started in EU countries right now. Otherwise, these gas volumes may be redirected to other markets,” the Gazprom head said.
The Turkish Stream gas pipeline project is the sole route for Russia’s future supplies of 63 billion cubic meters of natural gas to Europe currently delivered via Ukraine, Miller said.
The Gazprom head made this statement in response to a question about the fate of Russia’s South Stream gas pipeline project.
“The project is closed. The Turkish Stream is the sole route, which can deliver 63 billion cubic meters of Russian natural gas transited across Ukraine so far. There are no other options,” Miller said.
  • Gazprom has notified its European partners about its Turkish Stream gas pipe plans and now their task is to create the necessary gas transport infrastructure from the border of Turkey and Greece, the Gazprom head said.

World Oceans Day 2014 (U.S. State Department)

John Kerry, Secretary of State, June 8, 2014:

"World Oceans Day is a time to pause and focus on protecting our ocean: our planet’s most extraordinary ecosystem.
Life as we know it wouldn't be possible were it not for our ocean. We depend on the ocean for life’s essentials: the food we eat and the air that we breathe. It provides jobs for millions of people around the world, and a home for countless unique species.

The wonders of the ocean were impressed upon me at an early age in Massachusetts. my father taught me how to fish, and my mother taught me what happens when trash dumped into the ocean ends back up on the shore or kills sea turtles. I learned much more as a Senator working for fishing families that saw their way of life threatened when the oceans weren't properly protected.

We all have a responsibility to protect our ocean against the threats of overfishing, marine pollution, and ocean acidification. The entire system is interdependent, and we ignore that fact at our peril.
The bad news is that our ocean is in trouble. The good news is that we know what’s threatening it, and we know what we need to do in order to deal with these threats.

It’s not lost on any of us that we haven’t yet achieved the political consensus necessary to spur action. And, frankly, we know there’s no way that governments are going to tackle these enormous challenges alone. We need grassroots action to push us over the finish line, and that includes action from businesses, students, community groups, and advocacy and research organizations.

As Secretary of State, I am committed to doing everything I can to leave a healthy, thriving ocean for our children and future generations. But we need to do this together. One week from tomorrow, on June 16-17, I will host the “Our Ocean” conference. We’re bringing together high-level representatives from governments around the world, scientists, the environmental community, industry, and other stakeholders to address the challenges of sustainable fisheries, marine pollution, and ocean acidification, and how we can work together to solve them.

Every action counts. It’s our ocean to share and that means we each share the responsibility to act as its steward. So - please pause - enjoy - celebrate - and let’s commit to work together as we chart a new way forward for a healthy ocean and a secure, prosperous planet."

Togolese Efforts to Combat Wildlife Trafficking. -Press Statement Jen Psaki (Department Spokesperson).

Secretary Kerry called Togolese President Faure Gnassingbe today to commend his government on the major strides being made to combat international wildlife trafficking, including the recent arrest of three major illegal wildlife traffickers in Togo.

Togo has sent a strong message to the world about its commitment to protecting Africa’s elephant populations. In the last month, Togolese authorities have made multiple seizures of illegal ivory, totaling more than four tons. Individually and collectively, these are the largest seizures of illegal ivory in West Africa’s history.
In a separate incident in August 2013, the Government of Togo arrested notorious wildlife trafficker Emile N’Bouke. Togo’s efforts contribute to the worldwide struggle against illegal wildlife trafficking and the U.S. continues to partner with Togo in combating this transnational threat.

Wildlife trafficking is a multi-billion dollar criminal enterprise that has expanded from a conservation concern to a security threat. The increasing involvement of organized crime in poaching and wildlife trafficking promotes corruption, strengthens illicit trade routes, destabilizes economies and communities that depend on wildlife for their livelihoods, and contributes to the spread of disease.

In July 2013, President Obama signed Executive Order 13648 to marshal the efforts of the U.S. Government to meet this challenge at home and to assist foreign governments combating wildlife trafficking and related transnational organized crime.

In November 2013, the State Department also announced its first reward offer of up to $1 million under the President’s Strategy to Combat Transnational Organized Crime for information on a prominent wildlife trafficking network in Southeast Asia.

US says no significant impact on environment from Keystone pipeline

The US State Department released a much-anticipated environmental review Friday of a controversial oil pipeline project from Canada, raising no major objections to the plan.

"The analyses of potential impacts associated with construction and normal operation of the proposed project suggest that significant impacts to most resources are not expected along the proposed project route," the huge report said about the Keystone pipeline.

The proposed Keystone XL oil pipeline is unlikely to increase the pace of Canadian oil sands development, a US State Department study said, raising pressure on President Barack Obama to approve a project environmentalists see as a major climate change problem.

The massive 11-volume environmental impact study released on Friday did not recommend whether President Barack Obama should grant or deny an application by TransCanada Corp to build the $5.4 billion line, which would transport crude from Alberta's oil sands to US refineries.

But a State Department official who briefed reporters ahead of the report's release said that blocking Keystone - or any pipeline - would do little to slow the expansion of Canada's vast oil patch, maintaining the central finding of the State Department's preliminary study issued last year.

The report's publication opened a new and potentially final stage of an approval process that has dragged for more than five years, taking on enormous symbolic political significance, potentially helping define Obama's legacy.

With another three-month review process ahead and no firm deadline for a decision on the 1,179-mile line, the issue threatens to drag into the 2014 congressional elections in November. Obama is under pressure from several vulnerable Democratic senators who favor the pipeline and face re-election at a time when Democrats are scrambling to hang on to control of the US Senate.........................http://voiceofrussia.com/news/2014_02_01/Keystone-pipeline-will-not-affect-Canada-oil-sands-growth-US-State-Department-0800/

Keystone XL: No US decision yet on Canada pipeline. -Kerry

WASHINGTON: US Secretary of State John Kerry Friday refused to answer Canadian calls on whether or not Washington will approve the construction of a controversial oil pipeline, saying it was still under review.
"I can promise our friends in Canada that ... all the appropriate effort has been put into trying to get this done effectively and rapidly," Kerry said, ahead of talks with his Canadian counterpart John Baird.
But he said the State Department was still reviewing the environmental impact of the long-delayed Keystone XL oil pipeline which is intended to carry heavy crude from Alberta's oil sands to Texas refineries.
"An analysis will be made with respect to the national interest ultimately. And we're just not at that point yet, haven't received it, they haven't finished it," Kerry told reporters, ahead of his bilateral talks with Baird.

A months-long review process solicited over a million responses, and Kerry said the queries had to be given "appropriate answers."
"The public has a role in this. We're all accountable to our publics. The democratic process demands that we do that," the top US diplomat said.
Baird said he hoped Washington would release its report "in short order and that the administration will be in a position to make a positive decision."
"Obviously, this is a tremendously important project for the future prosperity of the Canadian economy," Baird said.
"It's a great project. It'll create a lot of jobs here in the United States. It's a great project which will increase the energy security of our closest friend and ally."
At a speech on Thursday at the US Chamber of Commerce, Baird had called on the United States to end its foot-dragging over the issue.
"The time for Keystone is now," he said.
"I'll go further -- the time for a decision on Keystone is now, even if it's not the right one. We can't continue in this state of limbo."
US President Barack Obama is expected to decide this year whether to greenlight the $5.3 billion, 1,179-mile (1,897-kilometre) pipeline, first proposed back in 2008.
The project was put forth by TransCanada, which operates oil and gas pipelines in North America.
Environmentalists have opposed the pipeline because the oil it will carry requires huge amounts of energy and water to extract, and producing and refining it generates a large amount of damaging emissions in the process.
They also warn the pipeline will carry risks of environmentally damaging spills.
