Περισσότερα χρήματα πρέπει η Ευρωπαϊκή Ένωση να δώσει στην Τουρκία, στο πλαίσιο της συμφωνίας για το προσφυγικό, σύμφωνα με τον Ευρωπαίο επίτροπο αρμόδιο για τον Προϋπολογισμό, Γκίντερ Έτινγκερ. Τα χρήματα αυτά θα πρέπει τώρα να δοθούν από τα κράτη-μέλη.

Russia Ukraine and EU agree gas supply deal (Günther H. Oettinger /EC)

"After seven rounds of gas negotiations, last night's talks moderated by Günther H. Oettinger, Vice-President of the European Commission, yielded finally a breakthrough: A 4,6 billion dollar winter package, agreed by Russia and Ukraine, secures gas for Ukraine - and ultimately also for Europe.

José Manuel Barroso, President of the European Commission who witnessed today's signing of the winter package, said: "I am delighted that I can announce a major success at the end of my mandate as President of the European Commission. With our strong support, Ukraine and Russia have today found agreement on their outstanding energy debt issues, and on an interim solution that enables supplies to continue this winter. I am glad that political responsibility, the logic of cooperation and simple economic sense have prevailed."
Günther H. Oettinger, Vice-President of the European Commission, said: "This breakthrough will not only make sure that Ukraine will have sufficient heating in the dead of the winter. It is also a contribution to the de-escalation between Russia and Ukraine."
The winter package consists of two documents: 
  1. A binding protocol, signed by the European Commission (Vice-President Oettinger), the Russian Federation (Energy Minister Alexander Novak) and Ukraine (Energy Minister Yuri Prodan);
  2. An addendum to the existing gas supply contract, signed by Gazprom of Russia (CEO Alexey Miller) and Naftogaz of Ukraine (CEO Andriy Kobolyev);
The package covers the period from now until the end of March 2015 and includes the following main points:
  1.  Debts: Ukraine would settle its debts based on a preliminary price of $268,5/ 1000m3 by making payments in two tranches: 1,45 billion dollar without delay, and 1,65 billion dollar by the end of the year 2014. This adds in total up to 3,1 billon dollar of debt payment. The final price and thus the final sum of debt will be determined through the pending arbitration by the Arbitration Institute of the Stockholm Chamber of Commerce between Gazprom and Naftogaz.
  2. New gas: Russia will deliver gas following advanced, monthly payments by Ukraine. The price is below $385/ 1000m3 and calculated according to a formula in the present contract and a price reduction through a discount in export duties by the Russian Federation. Ukraine is free to order as much gas as it needs and is not subject to take-or-pay obligations foreseen in the current contract. Ukraine foresees to purchase 4 bcm until the end of the year 2014, meaning 1,5 billion dollar.
In the last weeks, the European Commission has been working intensively with the International Financial Institutions (IFI) and Ukraine to help Ukraine prepay for deliveries of gas in the coming winter. Unprecedented levels of EU aid will be disbursed in a timely manner, and the International Monetary Fund (IMF) has reassured Ukraine that it can use all financial means at its disposal to pay for gas. Further work with the IFIs on financial assistance to Ukraine, also in relation to gas supplies, will still continue, but all three sides are reassured that Ukraine will have the necessary financial means."

EU energy commissioner, Ukraine energy minister discuss forthcoming tripartite gas talks

European energy commissioner Guenther Oettinger and Ukraine’s Minister of Energy and Coal Industry Yuri Prodan had a telephone conversation on Monday to discuss aspects of the forthcoming tripartite gas talks due in Brussels on October 29, a spokesman for the European Commission told TASS.

According to TASS information, the sides discussed issues of financial guarantees to Ukraine to pay for Russian gas supplies in November-December 2014.

The spokesman however refused to elaborate whether any agreement on that matter had been reached, saying only that preparatory work for the tripartite talls was underway.

 After the previous tripartite gas talks in Brussels on October 21, Oettinger admitted that Ukraine needed from one to two billion U.S. dollars to be able to pay for Russian gas. 

Kiev has already asked Brussels to issue short-term loans worth two billion euro but the European Commission has not yet confirmed whether that sum would be offered or not, noting that this issue would be subject of consultations in cooperation with the International Monetary Fund

Russia submits draft gas agreement to EU, Ukraine

Russia has submitted a draft trilateral protocol agreement to solve gas dispute to the EU and Ukraine, Energy Minister Alexander Novak told reporters Friday.

“I gave the draft trilateral protocol agreement to our partners in Ukraine and the EU on October 21, it is under their consideration,” Novak said. “I do not have the information on what proposals our partners in negotiations are discussing. They have promised to speak them out at trilateral consultations on October 29,” Novak said.

On October 17, Russia and Ukraine agreed on the gas price of US $385 per 1,000 cubic meters for the winter and Ukraine repaying at least $1.4 billion of its gas debt before the supplies restart, however no agreement had been signed during the previous trilateral gas talks on Tuesday, as Kiev has no money to fully repay the debt.

On Tuesday, Vice President of the European Commission Gunther Oettinger said the EU will soon discuss additional short-term financial aid to Ukraine to help the country repay its gas debt.
Novak said that Russia is ready to sign a new gas agreement with Ukraine as soon as the EU provides financial guarantees for the repayment of the debt and advanced payment for further supplies.
Ukraine needs Russia to sign a legally binding document to set a fixed and unchangeable price for gas, Energy Minister Yury Prodan said.

Gas talks: Negotiations to be continued next week

"At today's gas talks in Brussels, Vice-President Günther H. Oettinger, built on his Berlin proposals and presented ways to secure gas supplies to Europe and the Ukraine during the winter season.


Vice-President Günther H. Oettinger said: "We made another step towards a possible solution and are close to an agreement on important elements. Others still need to be addressed, such as the financial gap."

The following cornerstones are undisputed:

  1. Debts: Ukraine would settle its debts based on a preliminary price of $268,5/ 1000m3 by making payments in two tranches: 1,45 billion $ by the end of October and 1,65 billion $ by the end of the year.

  1. New gas: Ukraine will pay $385/ 1000m3 for gas to be delivered this winter without being subject to take-or-pay obligations. The exact volume has not been agreed yet. Russia will deliver the gas following advanced, monthly payments by Ukraine.

  1. Transit fees: Russia guarantees the payment of the transit fees.

A new round of talks is envisaged for next week, 29 October 2014 in Brussels. Until then, the EU and Ukraine will explore ways how to close the financial gap.

A winter package is necessary as both Ukraine and Russia have referred the dispute to the international arbitration court in Stockholm and a final decision on the price and the debt is only expected next year."

Next Trilateral Talks Over Gas to Take Place Between Russia, Ukraine, EC in October. ("Sometimes it happens that what is understood orally is interpreted in writing somewhat differently...")

The next trilateral talks between Russia, Ukraine and the European Commission over the standing issues surrounding gas will take place on October 2 or 3, Aleksander Novak, Russia's Minister of Energy, stated.

"First, we are currently drawing up the proposals that were presented to all the parties for uniform understanding. Sometimes it happens that what is understood orally is interpreted in writing somewhat differently. This will be done in the next few days. The Ukrainian side, the Russian side and the European Commission will each receive it [the written agreement]. We have agreed that we will meet to discuss the final package either Thursday or Friday next week,"- Novak said in an interview with the TV channel Russia-24.


What is to be decided upon is the supply of five billion cubic meters of gas within half a year and with a possible increase in volume. 

  • The temporary price for 1,000 cubic meters of gas will be $385 for this period.
In an interview with Russia-24, Aleksei Miller, Head of Russia's Gazprom, stated that upon the close of the trilateral talks in Berlin it became evident that the positions of the sides diverted when it came to Ukraine paying off the gas debt, currently standing at $5.3 billion.
  • According to Miller, Russia continues to insist that Ukraine first pay off $2 billion from the total debt in October. Only then will Gazprom be able to immediately commence gas supplies to Ukraine. He also added that another $1.1 billion Ukraine has to clear by the end of the year and that the sum of the $3.1 billion was presented to Ukraine by the International Monetary Fund (IMF).
In the meantime, Ukraine's Minister of Energy Yuri Prodan said that Ukraine would first make an advance payment for the future five billion cubic meters of gas constituting $1.9 billion. Another $1.5 billion, as part of the debt, Ukraine will pay off at the end of October, followed by $800 million in November and December each for the unsettled debt.

On September 26, the sides met in Berlin to discuss the existing issues relating to gas. According to preliminary arrangements, Russia and Ukraine will have to sign the so-called winter package of documents on Russian gas supplies to Ukraine that were cut off in mid-June.

At today's gas talks in Berlin, Vice-President Guenther Oettinger proposed a new compromise to secure gas supplies to Europe and the Ukraine during the winter season.
Vice-President Guenther Oettinger said:
"This could be a fair deal for both sides to break the deadlock and ensure that gas supply to Ukraine and EU is assured for the coming winter."
The proposal envisages the following comittments:

  • - Ukraine would settle its debts based on a preliminary price of $268,5$/1000m3 by making payments in two tranches: 2 Billion $ by the end of October and 1,1 Billion $ by the end of the year.
  • - Gazprom and Naftogaz agree that at least 5 bcm based on a price of 385$/1000m3 will be delivered to Ukraine in the coming winter with the possibility for Naftogaz to order more gas if needed. 5 bcm is the minimum volume Ukraine considers it would need in the coming winter.
The details of the proposal will be discussed by both governments and may be subject to another round of trilateral talks next week.
If agreed, the proposal should be binding on both parties and complement the existing gas supply contract.
Such an interim agreement is necessary as both Ukraine and Russia have referred the dispute to the international arbitration court in Stockholm and a final decision on the price and the debt is only expected next year.

Russia, Ukraine reach interim deal on gas dispute

European Union (EU) Energy Commissioner Guenther Oettinger said Friday that Russia and Ukraine had agreed in principle on an interim deal over gas supplies and would meet next week to decide on final details.

The EU, Ukraine and Russia held a trilateral mainisterial meeting on energy security in Berlin on Friday.

The three sides were represented by Oettinger, Russian Energy Minister Alexander Novak and Ukrainian Energy Minister Yuriy Prodan respectively. Representatives of Russian and Ukrainian gas companies also attended the meeting.


Speaking at a press conference after the talks, Oettinger said the three sides had hold intensive talks Friday and negotiated a plan to secure gas supplies in Europe for the coming winter.

  • According to the "winter package" mediated by the EU, Kiev would pay 2 billion U.S. dollars to Russia by the end of October and a further 1.1 billion dollars by the end of this year to pay off gas debts.
  • In return, Russia would deliver at least 5 billion cubic meters of gas to Ukraine after it has received the first 2 billion dollars. The price discussed for the gas deliveries was 385 dollars per 1,000 cubic meters.

Novak told the press conference that the three sides had made a plan as a basis to solve the gas dispute and to secure gas supplies to Ukraine and EU member states for the next six months.

Prodan said he believed Ukraine and Russia could settle questions and differences remained on issues concerning gas price and payment of the old debts.

The interim agreement has to be approved by the governments in Moscow and Kiev, and further trilateral talks were planned next week to decide on final details of the deal, said Oettinger, adding that the chances were high that all parties will endorse the agreement.

Ukraine and Russia have been embroiled in a standoff on gas pricing for a few months. In June, Russia cut all gas supplies to Ukraine as the two sides failed to reach an agreement on payments.

The EU is heavily dependent on Russia, from whom it imports a third of its oil needs, 39 percent of gas and 26 percent of solid fuels, according to official EU statistics.

Oettinger on energy security: “Gas can be used as a weapon and no longer be delivered" (EP -25.09.14)


Europe should ensure people and companies enjoy a secure supply of energy and this includes measures based on solidarity, said energy commissioner Günther Oettinger addressing the EP's energy committee on 24 September. In his last appearance as energy commissioner at the Parliament, Oettinger looked back at his tenure over the last five years and discussed future challenges regarding the EU's energy policy, including the continuing conflict between Russia and Ukraine.


Committee chair Jerzy Buzek, a Polish member of the EPP group, referred to the situation in Ukraine in his welcome statement: “The crisis in Ukraine reminds us that energy security of the EU does not end at the EU borders. It is a pan-European challenge.”

  • In his opening speech, Mr Oettinger said that in the field of energy, many people think that relations with Russia are more important that relations with Ukraine, but "we have to overcome this". He added: “Gas can be used as a weapon and no longer  be delivered. This is not yet the case, but we believe that Russia will do whatever they can to undermine Ukraine.” Oettinger said: “Perhaps Ukraine could purchase gas from Russia with co-finance from the EU in order to store more gas.”

The commissioner also pleaded for more collaboration on energy. The EU already has a legal basis to work on energy issues, but "we now have 28 fragmented systems", he said. Several MEPs shared his view that more should be done to combat this fragmentation and to link the energy sectors of countries within the EU.

Martina Werner, a German member of the S&D group, said: “He has partly applied climate goals, but not fully. I’m especially critical of the directive on energy efficiency. We, the Socialists and Democrats, had hoped for much more.”

Dawid Bohdan Jackiewicz, a Polish member of the ECR group, asked whether new energy efficiency targets would hurt member states’ competitiveness and wondered how they would affect energy prices.

Kiev Again Rejects Russia’s Gas Discount Compromise Offer (Ukraine Energy Minister)

KIEV, August 29 (RIA Novosti) – Ukraine still refuses to negotiate Russia’s proposed discount of $100 per 1,000 billion cubic meters of gas, Ukrainian Energy Minister Yuriy Prodan said Friday.

“We were again suggested the price of $385 [per 1,000 billion cubic meters] with a $100 discount because of export duty cancellation. The Russian side thinks that the price of $485 is fair. We think that this price is discriminatory,” he said.

Prodan also dismissed as “baseless” Russia’s concerns that Ukraine will tap Europe-bound transit gas from its pipeline network amid expected gas shortages in winter.


Russian Energy Minister Alexander Novak voiced the concerns after Friday’s meeting with European Commission Vice President Gunther Oettinger.

“These assumptions are baseless and are aimed only at discrediting the Ukrainian route and the promotion of alternative pipelines to EU – the Nord Stream, the South Stream, Opal,” Prodan said.

According to Novak, Ukraine would need to pump around 10 billion cubic meters of gas into its underground storage facilities in order to make it through winter.

On June 16, Russian gas giant Gazprom was forced to implement a prepayment scheme for gas deliveries to Ukraine after several unsuccessful rounds of talks on the new price and debt repayment.

The Russian compromise was a $100 discount to the contract price, bringing it down to $385, as well as a phased debt repayment scheme. Ukraine declined the offer, dissatisfied with the discount mechanism. Ukraine’s gas debt is estimated to be more than $5.3 billion.

Ukraine is a transit country for Russian gas. Around half of the Russian gas imported in 2013 crossed Ukraine, which amounts to approximately 15 percent of European consumption, according to the International Energy Agency. At today’s meeting in Moscow with Russian Energy Minister Alexander Novak, Vice-President of the EU Commission Günther H. Oettinger reiterated his proposal to have an interim solution including an interim price.
Both agreed that a solution should contain the following four elements:
  • the interim price
  • the fulfilment of all supply and transit obligations
  • a repayment plan for the unpaid bills to be developed by the next few weeks
  • the use of OPAL pipeline

At the press conference following the bilateral meeting, Vice-President Oettinger said:
“We have to agree on an interim gas price for the next few months, while waiting for the Stockholm arbitration court to decide on the final price.  In addition: Ukraine has to pay an account for the gas to be delivered in the months to come." 

“Our main goal is to secure gas supply to the EU and its citizens, but also to the citizens in Russia, Ukraine, the Western Balkans, including accession countries and Moldova.”
Speaking about the worsening situation at the Eastern border of the Ukraine, Vice-President Oettinger expressed his concern:

"I came to Moscow to prepare the next trilateral gas talks as agreed in Minsk. At the same time, I have to express my concern. The news that Russian soldiers are operating inside Ukraine does not reflect the spirit of Minsk. Respecting the sovereignty of national borders is vital to preserve peace."

MOSCOW - Russia is open to talks on resuming gas supplies to Ukraine and willing to offer a price cut of nearly 20 percent, Energy Minister Alexander Novak said on Friday, but the discounted price is still above the level Kiev demands.
Russian President Vladimir Putin agreed late last year to cut the gas price for Ukraine to $268.50 per 1,000 cubic meters after then-Ukrainian President Viktor Yanukovich said he would drop a planned trade agreement with the European Union in favor of joining a Russian-led Customs Union.
But Yanukovich was toppled by mass protests in February, and Moscow hiked the price to $485, which was rejected by Kiev. Russia cut off the gas flow in mid-June after the two sides failed to agree on pricing and debts owed for previous gas supplies.
Novak said after meeting European Energy Commissioner Guenther Oettinger in Moscow that Russia was ready to apply a retroactive discount of $100 per 1,000 cubic meters for April-June. Ukraine has insisted on returning to the old price of $268.50, while signaling it might agree to pay just above $300.
Relations between the two former Soviet republics are in crisis. Kiev accuses Moscow of sending soldiers into Ukraine to back pro-Russian separatist rebels, something Russia denies.
But Novak said Moscow was prepared for new gas talks. "We will agree the date for a trilateral meeting at the beginning of next week," he said.
Despite the cut-off to Ukraine, Russian gas has been flowing normally across Ukraine to Europe, which receives about half its imports of Russian gas via this route.
Novak said Kiev might start siphoning off some of this gas in the coming winter if it fails to add to its storage facilities before then. He said Ukraine had stockpiled up to 16 billion cubic meters but needed to pump as much as 10 billion more into storage.
There was no immediate comment from Kiev.
Oettinger told the same briefing that gas must not be used as a weapon in the Ukraine-Russia crisis.
He said the two sides and the European Commission needed to work out an interim solution, given that international arbitration would not be able to resolve the pricing and debt dispute before the middle of next year.
Russian gas exporter Gazprom has said Ukraine owes it more than $5 billion in unpaid bills.
"We always said that through the crisis we don't see the gas sector as a tool for sanctions, measures and escalations. That is also true today," Oettinger said.

L'hiver approche et... le ministre russe de l'Energie Alexandre Novak a mis en garde vendredi 29 août contre les risques qui pèsent sur la livraison de gaz russe vers l'Europe lors d'une conférence de presse avec le commissaire européen à l'Energie Günther Oettinger.
"La situation est hautement critique à l'approche de la saison de chauffage", a déclaré le ministre russe, ajoutant qu'"il y a un risque que le gaz livré par Gazprom pour l'Europe soit illégalement prélevé par l'Ukraine pour ses propres besoins".
 
 
La Russie a coupé mi-juin ses livraisons de gaz à l'Ukraine, qui refuse la hausse des prix imposée par Gazprom après l'arrivée au pouvoir des pro-occidentaux à Kiev et accumulé selon Alexandre Novak 5,3 milliards de dollars de gaz.

Oettinger says Ukraine may steal Russian transit gas in winter

BERLIN, August 28. /ITAR-TASS/. EU Energy Commissioner Gunther Oettinger insists on solving the gas dispute between Russia and Ukraine as soon as possible, as during the winter season Ukraine can steal gas that will be pumped to Europe, Oettinger told German TV Channel ARD in an interview Thursday.
“During a long and cold winter Ukraine will lack gas, and if the country does not have enough own gas - the danger of gas being stolen arises, the danger of the gas being lost on its way from the East to the West arises,” he said.

In a separate interview he said the EU is getting for a possible worsening of the gas raw, and working on scenarios for all cases. He said he does not expect Russia or Ukraine to switch the gas off, but the possibility of this happening is not zero.

  • He also added that Russia can rightfully expect Kiev to pay its bills, but on the other hand Ukraine and other countries have a right for fair gas prices formed by the market and not by political quarters.
On Tuesday, following a Customs union-Ukraine-EU summit, Oettinger said the EU has put forward an interim agreement which Russia and Ukraine could sign without waiting for a Stockholm arbitration court decision. The E.U. expects Russia-Ukraine-EU gas talks to restart in September, and lay the basis for more active political efforts to solve the conflict, he said.
In June, Russian gas giant Gazprom switched Ukraine off gas over unpaid debt and filed a $4.5 billion suit to the Stockholm arbitration court. Later, Kiev reciprocated by sending a suit to the court against Gazprom for making Ukraine overpay $6 billion for gas since 2010, setting too high prices in its contract.
As of August 22, Ukraine’s underground gas storage facilities had 15.492 billion cubic meters of gas stored in it and were 48.49% loaded. In May, Gazprom said Ukraine must have 18.5 billion cubic meters of gas in the storages to ensure a flawless transit to the EU in the next winter season.

Ελληνικό σχέδιο για το ρωσικό φυσικό αέριο

Το ελληνικό σχέδιο έκτακτης ανάγκης ενόψει ενδεχόμενης διακοπής στη ροή ρωσικού φυσικού αερίου μέσω Ουκρανίας, αναμένεται να συζητηθεί από την ηγεσία του υπουργείου Περιβάλλοντος και Ενέργειας με τη συμμετοχή όλων των εμπλεκόμενων ενεργειακών φορέων, δηλαδή ΔΕΠΑ, ΔΕΣΦΑ, ΑΔΜΗΕ, ΔΕΗ και ΡΑΕ.

Με βάση την εντολή που έχει δώσει ο επίτροπος Ενέργειας Γκίντερ Έτινγκερ, η Ελλάδα όπως κάθε χώρα της ΕΕ οφείλει να έχει αποστείλει μέχρι και τα τέλη Αυγούστου στην Κομισιόν την τελική έκθεσή της σχετικά με τη διεξαγωγή τεστ αντοχής (stress test) απέναντι σε ενδεχόμενη διακοπή της ροής ρωσικού αερίου.


Η έκθεση θα καταγράφει τόσο το μέγεθος του κινδύνου όσο και τα μέτρα για την αντιμετώπιση του προβλήματος.

Σημειωτέον ότι η Ελλάδα ανήκει στις χώρες της ΕΕ με τη μεγαλύτερη εξάρτηση φυσικού αερίου από τη Ρωσία (65% - 70%) χωρίς τις αναγκαίες για την κατανάλωση της χώρας υποδομές αποθήκευσης αερίου και χωρίς επαρκείς διασυνδέσεις με γειτονικές χώρες.

Ήδη πάντως η ΔΕΠΑ έχει φουλάρει τις δεξαμενές της Ρεβυθούσας με 130.000 κ.μ. υγροποιημένου αερίου LNG, ποσότητα που μπορεί να καλύψει πλήρως τη ζήτηση για ένα δεκαήμερο. Παράλληλα ετοιμάζεται να παραγγείλει εκτάκτως δύο φορτία LNG που μπορούν να καλύψουν την αγορά για ακόμη είκοσι ημέρες.

Ένα άλλο μέτρο αφορά τον περιορισμό των επιπτώσεων στο ηλεκτρικό σύστημα της χώρας, που στηρίζεται σε ποσοστό 25% στο φυσικό αέριο. Με απόφαση της ΡΑΕ επανήλθαν σε εφεδρεία τρεις παλαιές πετρελαϊκές μονάδες της ΔΕΗ (σε Αλιβέρι και Λαύριο), που είχαν τεθεί εδώ και χρόνια εκτός λειτουργίας. Έτσι σε περίπτωση που χρειαστεί, θα υποκαταστήσουν μονάδες φυσικού αερίου που δεν θα έχουν καύσιμο για να λειτουργήσουν.

Το φυσικό αέριο σίγουρα απασχολεί την ελληνική πλευρά, αφού μεγάλο ποσοστό έχει ως πηγή τη Ρωσία αλλά πιστεύεται ότι το όπλο της ενέργειας δεν θα χρησιμοποιηθεί από την ρωσική πλευρά, η οποία θα θελήσει να διατηρήσει την αξιοπιστία της ως κύριος προμηθευτής των χωρών-μελών της ΕΕ.

EU offered Ukraine and the RF to reach the agreement on gas, without the Stockholm court

The European Union (EU) has suggested "reaching an intermediate agreement on gas" between Ukraine and Russia, without waiting for rulings of the Stockholm arbitration court, Guenther Oettinger, EU Commissioner on Energy, said at the close of talks with the Ukrainian president.

The Contact Group on Ukraine must resume its work as soon as possible, Russia's President Vladimir Putin stated at the close of his meeting with Ukrsinian President Pyotr Poroshenko.

"In this connection, agreement has been reached that the Contact Group must resume its work as quickly as possible," Putin said. He assured that Russia would do everything for that. "The process must be started as quickly as possible," Russia's Head of State emphasized.
On the whole, when speaking of his meeting with Poroshenko, Putin said the discussion dealt with the entire spectrum of Russia-Ukraine relations, including economic interaction, the situation in the country's south-east, the need to put an earliest end to the bloodshed, and the need tor a political settlement of the entire set of problems.

Russian President said gas-related issues between Russia and Ukraine "are in a deadlock". "The secret is small Gazprom upped and made an advance payment for the transit of Russia's gas to Europe while Ukraine's petroleum joint-stock company upped and returned the advance payment. So, the transit of our gas to European users proved suspended in the air. What will be next in this respect?" Russia's Head of State queried. The President's opinion is that the return of the funds for transit "is the matter that awaits a meticulous researcher as represented by our partners European and Ukrainian".
"We fully abide by all the terms of the contract," Putin emphasized. "We even may not accept certain privilege-granting proposals because Ukraine applied to the Court of Arbitration. Any our privilege-granting actions may be made use of in court," Putin pointed out.
He said Russia and Ukraine had got a lot of specific matters which must be resolved. Both Russia, U kraine, and the European Union are interested in a solution to them. "This is what prompted us to hold a five-sided meeting," the Russian Head of State said in conclusion.
