Greenpeace sends new protest ship as first Russian Arctic oil arrives

Greenpeace said Monday it is sending a protest ship to meet a Russian tanker carrying the first oil drilled offshore in the environmentally fragile Arctic.
     
The ship called Rainbow Warrior is to be captained by Peter Willcox, who was among campaigners detained by Russian authorities last year after staging a high-profile protest against Arctic drilling.
     
The vessel is due to set sail from Rotterdam on Monday afternoon, and will seek to escort to harbour the Russian tanker Mikhail Ulyanov, which is delivering oil purchased by French energy giant Total.
     
The oil was drilled at the Prirazlomnaya platform, an offshore rig owned by Russian energy giant Gazprom and the site of Greenpeace's protest last September.
     
The protest, which saw two campaigners attempt to scale the rig, prompted Russian authorities to seize Greenpeace's Dutch-flagged Arctic Sunrise boat and detaining the 30 activists and journalists on board.
     
Greenpeace argues that the Gazprom rig is an environmental catastrophe waiting to happen that risks ruining the pristine Arctic ecology of the southern Barents Sea where the deposit is located.
     
The activists had faced lengthy prison terms before Moscow announced amnesties.
     
"We want to escort the ship into the harbour," at Rotterdam, Greenpeace activist Patric Salize told AFP by telephone from aboard the ship.
     
He declined to say what kind of protest action the group might have planned.
     
There are 23 people on board the vessel, which may meet the Russian tanker on Tuesday night, another campaigner Willem Wiskerke told AFP, also from aboard the Rainbow Warrior.
     
"We do not disclose in advance what we are going to do, but I can assure you we will send a clear message to the world that this oil is very dangerous," Wiskerke said.
     
Greenpeace has accused France's Total of hypocrisy for buying the Arctic oil, after its CEO Christophe de Margerie said in 2012 that his company would not drill in the fragile region.

Τα πλοία της Greenpeace το 2014 θα περιπολούν στα χωρικά ύδατα των ακτών των ΗΠΑ, της Νορβηγίας και της Γροιλανδίας, αλλά όχι της Ρωσίας, δήλωσε σε συνέντευξη Τύπου στη Βαρσοβία ο εκπρόσωπος της διεθνούς οικολογικής οργάνωσης.

Η Greenpeace προ το παρόν δε σκοπεύει να περιπολεί στις ακτές της Ρωσίας εξαιτίας της σύλληψης του μοναδικού της παγοθραυστικού Arctic Sunrise, χωρίς το οποίο είναι πολύ δύσκολη η περιπολία των βόρειων θαλασσών.

Τους 30 ακτιβιστές της Greenpeace, οι οποίοι συνελήφθηκαν για επίθεση κατά εξέδρας εξόρυξης πετρελαίου στη θάλασσα Πετσόρσκ, τους απελευθέρωσαν το Δεκέμβριο με βάση την αμνηστία που δόθηκε για τα 20 χρόνια του ρωσικού Συντάγματος.

Την απελευθέρωση με εγγύηση του Αυστραλού Κόλιν Ράσελ, ο οποίος ήταν το τελευταίο προφυλακισμένο μέλος του πληρώματος του πλοίου της Greenpeace που αναχαιτίσθηκε από τους Ρώσους στην Αρκτική, αποφάσισε η ρωσική δικαιοσύνη.

«Εξαιρετική είδηση! Ο Αυστραλός Κόλιν Ράσελ απελευθερώθηκε με εγγύηση», έγραψε η Greenpeace στο Twitter.


Το δικαστήριο της Αγίας Πετρούπολης όρισε ως εγγύηση τα 2 εκατoμμύρια ρούβλια (45.000 ευρώ), όπως είχε κάνει και για τα 29 άλλα μέλη του πληρώματος που έχουν ήδη απελευθερωθεί.

«Η Greenpeace International ελπίζει να πληρώσει εντός της ημέρας την εγγύηση ώστε ο Κόλιν να αποφυλακισθεί πριν από το Σαββατοκύριακο», αναφέρει η μη κυβερνητική οργάνωση σε ανακοίνωσή της.

Russia to Ignore international Ruling on Greenpeace Ship. – Kremlin, Sergei Ivanov

ST. PETERSBURG, November 23 (RIA Novosti) – Russia would not comply with the ruling of an international court that ordered it to release a Greenpeace ship it seized in September with all crew, a Kremlin official said Saturday.
“We won’t [react]. We have no plans to participate in this process,” Sergei Ivanov, who heads the Kremlin administration, told journalists in St. Petersburg.
The International Tribunal on the Law for the Sea in Hamburg ruled on Friday that Russia must release the Arctic Sunrise icebreaker and all 30 people on board on bond of 3.6 million euro ($4.8 million).
The release is a provisional measure: The maritime court still has to rule on the legality of Russia seizing the vessel.

Russia said earlier it does not accept the court’s authority in the case because of exceptions the country made when ratifying the UN’s Convention on the Law of the Sea in 1997.
Ivanov reaffirmed Russia’s dismissal of the tribunal.
“The question will be solved on a judicial, not political plane, [and] based on Russian legislation, not someone’s political wishes,” the Kremlin official said.
Russia has earlier accused the Netherlands, which filed the lawsuit in the Hamburg court, of ignoring its complaints about the Arctic Sunrise, which sails under the Dutch flag.

The ship was seized in September after a two-month-long voyage in the Russian Arctic that culminated with Greenpeace activists trying to storm a Russian oil rig to protest against drilling for oil in the region.

The ship is currently moored in the Russian port of Murmansk, while all people on board are pending a trial on hooliganism charges, punishable with up to seven years in prison.
The “Arctic 30,” as Greenpeace dubbed them, were initially charged with piracy and spent two months in Russian pretrial detention.

• But all except one crewmember were released on bail of 2 million rubles ($61,500) per person last week following a massive international campaign in their support.

Presque tous les membres de l'équipage du navire de Greenpeace arraisonné en septembre en Russie étaient sortis de prison sous caution vendredi, mais la justice internationale a réclamé qu'ils puissent quitter le pays.

Le Tribunal international du droit de la mer, basé à Hambourg et saisi par les Pays-Bas, dont l'Arctic Sunrise de Greenpeace bat pavillon, a ordonné de lever la saisie du navire contre le versement d’une caution de 3,6 millions d'euros et de permettre aux membres étrangers de l'équipage de quitter le pays.

Cette juridiction des Nations unies compétente pour régler les litiges maritimes internationaux, a demandé dans sa décision à la Russie d'autoriser "toutes les personnes qui ont été détenues (...) à quitter le territoire et les zones maritimes relevant de sa juridiction".
Les membres étrangers de l'équipage, libérés sous caution de 2 millions de roubles chacun (45 000 euros), ne peuvent quitter le territoire russe selon la décision des tribunaux de Saint-Pétersbourg, a indiqué à l'AFP le directeur exécutif de Greenpeace Kumi Naidoo, qui se trouvait à l'audience à Hambourg.

23 prisonniers sur 30 relâchés
"A cette heure, 29 (sur 30, ndlr) ont bénéficié d'une décision de libération sous caution, 23 ont déjà été relâchés. Nos collègues russes ont rejoint leurs familles à Moscou mais le reste de nos collègues du monde entier n'ont pas le droit de quitter le pays", a-t-il déclaré.

• La diplomatie russe a d'ores et déjà déclaré que Moscou, qui a boycotté le procès, ne reconnaissait pas en ce cas précis la compétence du tribunal international du droit de la mer, qui empiète selon elle sur son "droit souverain".

Le capitaine de l'Arctic Sunrise, l'Américain Peter Willcox - qui commandait en 1985 le Rainbow Warrior dynamité par les services secrets français en Nouvelle-Zélande - est sorti vendredi de son centre de détention à Saint-Pétersbourg (nord-ouest) après le versement de sa caution.

"Une saga loin d'être terminée"
"Nous menons des actions pacifiques et non-violentes. C'est la première fois, la première fois en 40 ans, que je passe plus d'une nuit en prison. Et comme tous mes collègues, cela ne m'a pas plu", a déclaré à sa sortie ce militant de longue date de Greenpeace, âgé de 60 ans.
Le Suisse Marco Weber, les Néerlandais Faiza Oulahsen et Mannes Ubels, le Canadien Paul Ruzycki, les Britanniques Kieron Bryan et Anthony Perrett et l'Argentin Miguel Hernan Perz Orzi ont aussi été libérés.
Ils ont été suivis un peu plus tard par les Britanniques Alexandra Harris, Frank Hewetson, Iain Rogers, le Néo-Zélandais Jonathan Beauchamp, la Turque Gizem Akhan, l'Ukrainien Rouslan Iakouchev et le Canadien Alexandre Paul.
Le Suédo-Américain d'origine russe Dmitri Litvinov et le Russe Roman Dolgov, pour lesquels la justice s'est prononcée vendredi, ont aussi pu quitter dans la soirée leur prison.
Onze membres d'équipage avaient déjà été libérés mercredi et jeudi.

Vladimir Poutine ne veut pas "aggraver quoi que ce soit"
Un seul militant, l'Australien Colin Russell, a vu sa détention provisoire prolongée de trois mois, jusqu'au 24 février. Selon l'ambassadeur australien en Russie, il devrait faire appel et est confiant dans la décision qui sera rendue.
Un peu plus tôt dans la journée, le président Vladimir Poutine a affirmé que les autorités russes n'avaient pas l'intention d'interférer dans cette affaire.
"La direction politique de la Russie n'a pas l'intention d'interférer dans ce procès", a-t-il déclaré après une rencontre à Saint-Pétersbourg avec le Premier ministre turc Recep Tayyip Erdogan.
"Il n'y a pas d'intention d'aggraver quoi que ce soit ou de maintenir en détention quelqu'un en particulier", a-t-il ajouté.
Les 30 membres de l'équipage arrêtés en septembre après une action contre une plateforme pétrolière de Gazprom dans l'Arctique ont été inculpés de piraterie, puis, fin octobre, de hooliganisme.

MOSCOW, November 22, 20:40 /ITAR-TASS/. Russia will certainly scrutinize Friday’s resolution of the International Tribunal for the Law of the Sea regarding the Arctic Sunrise case and will formulate a stance on it, the Russian Foreign Ministry said.
“We’d like to hope the tribunal tackled the case objectively and took account of all the aspects of the /September 18/ incident involving the ship /from aboard which a group of Greenpeace activists tried to get over to a Russian drilling platform - Itar-Tass/, including a failure of the flag state to honor its international legal obligations and encroachment by ship’s crew on the terms of the 1982 UN Convention on the Law of the Sea in the field of navigation in the exclusive economic zone of a foreign state,” a spokesman for the ministry said.


September 18, The Arctic Sunrise approached a Russian oil drilling rig in the Pechora Sea carrying thirty people aboard, including a number of Greenpeace activists. The tried to get on to the platform from the ship but were detained by Russian maritime border guards.
When the scandalous action was aborted, the ship was towed to the port of Murmansk where all the thirty participants were arrested, initially on charges of sea piracy that were later redefined as hooliganism.

The activists were transported from Murmansk to St Petersburg earlier this month and local courts passed resolutions this week to release them on bail.

• Friday, the International Tribunal for the Law of the Sea passed a ruling demanding that Russia release the ship flagged by the Netherlands and the thirty crewmembers on receipt of a 3.6 million bond from the Dutch authorities.

“The Russian Federation shall immediately release the vessel Arctic Sunrise and all persons who have been detained upon the posting of a bond or other financial security by the Netherlands,” said the tribunal’s resolution passed by nineteen arbiters under the presidency of Shunji Yanai from Japan.
The tribunal ordered Russia to allow the vessel and those detained to leave the country.

• In the meantime, under the terms of the bail specified by the St Petersburg courts, all the Greenpeaceniks released from custody centers should stay in Russia, as charges with hooliganism have not been dropped against them so far.

UN-backed tribunal orders Russia to release Greenpeace protest ship and crew.

22 November 2013 – The United Nations-backed International Tribunal for the Law of the Sea today ordered that Russia release the Greenpeace ship and its crew that it seized in September following a protest over oil drilling off its coast, once the Netherlands posts a bond of 3.6 million euros.
The Arctic Sunrise – an icebreaker operated by the environmental group and which flies the flag of the Netherlands – was boarded by Russian officials on 19 September, brought to the port of Murmansk Oblast and detained.

Last month, the Netherlands instituted arbitral proceedings against Russia under the UN Convention on the Law of the Sea, claiming that that the arrest and detention of the vessel and its crew by Russia violated the treaty.
It also requested that the Tribunal, based in the German city of Hamburg, prescribe provisional measures pending the arbitral proceedings. 

By a vote of 19 to 2, the Tribunal’s judges today ordered that, pending arbitration, Russia “shall immediately release the vessel Arctic Sunrise and all persons who have been detained, upon the posting of a bond or other financial security by the Netherlands which shall be in the amount of 3,600,000 euros…”

The Arctic Sunrise was used by Greenpeace International, a non-governmental organization, to stage a protest against the offshore ice-resistant fixed platform ‘Prirazlomnaya’ in the Barents Sea.

Greenpeace Protests in Moscow As Arctic Sunrise Tribunal Opens.

MOSCOW/HAMBURG, November 6 (RIA Novosti) – As an international tribunal got underway Wednesday in Hamburg over Greenpeace activists imprisoned in Russia, the environmental organization launched boats along the Moscow River in protest over Russia’s boycott of the hearing.
The International Tribunal for the Law of the Sea opened its hearing at 13:00 Moscow time (9:00 GMT) into the Arctic Sunrise icebreaker and its multinational crew, who were arrested after staging a protest near a Russian oil platform in the Arctic in September. The case against Russia was brought to the tribunal by the Netherlands, under whose flag the Arctic Sunrise was sailing.

Greenpeace said boats with flags reading “Free the Arctic 30!” were sailing along the Moscow River not far from the Kremlin on Wednesday with the aim of drawing public attention to the case and in response to Russia’s refusal to take part in the hearings.
The environmental group said on its Twitter feed Wednesday that it was the first time in the history of the tribunal that a country involved in the trial – in this case, Russia – had failed to attend.
The Netherlands is demanding the release of the ship and its crew and the withdrawal of hooliganism charges against the 30 crew members.
The Russian Foreign Ministry said last month that Moscow had informed the Netherlands and the international tribunal that it does not accept the arbitration procedure and would not send its representatives to the hearing.
The ministry said that although Russia ratified in 1997 the UN Convention on the Law of the Sea, which established the tribunal, the country does not have to participate in disputes that concern “sovereign rights” and “jurisdiction.”
The Arctic Sunrise and its crew were arrested on September 19, a day after several activists from the icebreaker attempted to scale an offshore oil rig belonging to Russia’s state-run gas giant Gazprom in protest against drilling for oil in the Arctic, which it and other environmental groups oppose because they say it is currently impossible to sufficiently clean up potential oil spills in the region.

Bohrinsel-Angriff: Greenpeace-Aktivisten in Russland unter Piraterie-Verdacht.

Nach dem gescheiterten „Angriff“ der Umweltorganisation Greenpeace auf eine russische Ölbohrinsel in der Barentssee droht den festgenommenen Aktivisten ein Verfahren wegen Piraterie.

Der Grenzschutz habe in dem Vorfall Anzeichen eines Verbrechens gesehen, das unter den Artikel „Piraterie“ falle, teilte das Ermittlungskomitee der Russischen Föderation am Freitag mit. Eine „prozessuale Überprüfung“ sei eingeleitet worden. Auf Seepiraterie stehen laut russischem Recht bis zu 15 Jahren Haft.

Am Mittwochabend hatten Greenpeace-Aktivisten versucht, die Bohrinsel „Priraslomnaja“ in der Petschora-See, einem Randmeer der arktischen Barentssee, zu erklimmen, um die Förderarbeiten zu stören. Das Personal der Bohrinsel löste Terroralarm aus.

Nach Angaben des russischen Küstenschutzes wurden die Aktivisten vom Eisbrecher „Arctic Sunrise“ abgesetzt und erreichten mit fünf Schnellbooten die Bohrinsel. Auf einem der Boote habe sich ein „nicht identifizierter und wie eine Bombe aussehender Gegenstand“ befunden. Weil die „Arctic Sunrise“ nicht auf Warnschüsse reagierte, musste das Schiff aufgebracht werden. Derzeit wird es zur Ermittlungen nach Murmansk abgeschleppt.

Zudem wurden zwei mit Bergsteigerausrüstung ausgestattete „Alpinisten“ festgenommen. Bei ihnen handelt es sich laut Greenpeace um die Finnin Sini Saarela und den Schweizer Marco Polo.

• Bereits im August 2012 hatten sechs Greenpeace-„Alpinisten“ für 15 Stunden „Priraslomnaja“ besetzt. Die Bohrinsel wird vom russischen Staatsunternehmen Gazprom Neft Schelf betrieben.

Επεισοδιακή διαμαρτυρία της Greenpeace στην Αρκτική

Η Greenpeace κατηγόρησε τη Ρωσία ότι επιχείρησε να εμποδίσει διαμαρτυρία της εναντίον των γεωτρήσεων στην Αρκτική, μετά την επιβίβαση ανδρών της ακτοφυλακής στο παγοθραυστικό της, το οποίο εισήλθε στη Βόρεια Θαλάσσια Οδό με προορισμό τη Θάλασσα Κάρα, ανοιχτά των βόρειων ακτών της χώρας.

Το επεισόδιο σημειώθηκε όταν, κρατώντας πανό με συνθήματα όπως «Σώστε την Αρκτική», μέλη της περιβαλλοντικής οργάνωσης επιχείρησαν να κατευθυνθούν με ταχύπλοα προς σκάφος, το οποίο πραγματοποιεί ερευνητικές εξορύξεις για πετρέλαιο για λογαριασμό της Rosneft και της ExxonMobil.


Την περασμένη εβδομάδα, η Ρωσία απαγόρευσε στο Arctic Sunrise να εισέλθει στα Αρκτικά της ύδατα, με την αιτιολογία ότι η οργάνωση δεν παρείχε επαρκείς πληροφορίες για το παγοθραυστικό της. Η Greenpeace αντέδρασε έντονα κατηγορώντας τη Μόσχα ότι προσπαθεί να αποφύγει το διεθνή έλεγχο για τις αμφιλεγόμενες δραστηριότητές της στην περιοχή, η οποία με το λιώσιμο των πάγων ανοίγει σταδιακά για εκμετάλλευση από ενεργειακούς ομίλους.
Η εκμετάλλευση των κοιτασμάτων φυσικού αερίου και πετρελαίου στην περιοχή αποτελεί πλέον προτεραιότητα για τη Ρωσία, η οποία εξαρτάται από τις εξαγωγές των ενεργειακών της πόρων. Οργανώσεις όπως η Greenpeace ωστόσο φοβούνται ότι οι εξορύξεις σε μια αχανή, αφιλόξενη περιοχή θα μπορούσαν να έχουν σοβαρές επιπτώσεις για την άγρια ζωή σε περίπτωση ατυχήματος.

Russische Küstenwache droht "Arctic Sunrise" mit Schusswaffengebrauch Behörde durchsucht Schiff gegen Willen der Besatzung

Beamte der russischen Küstenwache sind am Montag an Bord des Greenpeace-Schiffs "Arctic Sunrise" gekommen, um dort eine "Inspektion" durchzuführen. Zuvor hatten die Beamten mit dem Einsatz von Schusswaffen gedroht. Unter Protest ließen sich die Aktivisten daraufhin auf eine Durchsuchung ihres Schiffes ein.

Die russische Küstenwache eskortiert mit dem Schiff "Viktor Kingisepp" seit rund zwei Tagen die "Arctic Sunrise", die vor Ort friedlich gegen geplante Ölbohrungen von Rosneft und ExxonMobil protestieren will. Die "Arctic Sunrise" war von den russischen Behörden bereits in der letzten Woche die Fahrt durch die Nord-Ost-Passage untersagt worden, obwohl das Schiff die technischen Bedingungen erfüllt. Die Crew der Arctic Sunrise hatte sich hiernach dazu entschlossen, die Fahrt in arktische Gewässer trotz Durchfahrt-Verbots fortzusetzen.

Die Ölsuche der Konzerne in der Karasee erstreckt sich auch auf ein Gebiet, das mit einem russischen Arktis-Naturpark überlappt und verstößt damit gegen russisches Recht. Auch die Durchsuchungsaktion der russischen Küstenwache entspricht nicht internationalem Recht und wurde gegen den ausrücklichen Willen der Crew und unter Gewaltandrohung durchgeführt. Die russische Küstenwache hat außerdem eine Vier Seemeilen-Verbotszone um das Schiff verhängt, die ebenfalls nicht durch internationales Recht gedeckt ist.
Vier Beamte der Küstenwache haben die Arctic Sunrise betreten, nachdem einige Aktivisten mit Schlauchbooten und "Save The Arctic"-Bannern in die Nähe der "Geolog Dmitriy Nalivkin" gefahren waren, um gegen seismische Untersuchungen zu protestieren, mit deren Hilfe das Schiff im Auftrag von Rosneft und ExxonMobil das Ölvorkommen unter dem Meeresgrund überprüft. Die dabei ausgesendeten Schallwellen können bei Walen schwere Schäden zur Folge haben und schlimmstenfalls zum Tod führen.
"Jetzt muss die deutsche Bundesregierung ihren Einfluss geltend machen und Russland zum Schutz der Arktis auffordern", sagt Christoph von Lieven von Greenpeace Deutschland. "Beinahe ein Drittel des hier verbrauchten Öls kommt aus Russland, Deutschland ist mit Abstand der größte Abnehmer von russischem Öl und Gas."

MOSCOW, August 24 (RIA Novosti) – A Greenpeace ship that Russia prohibited from entering the Northern Sea Route has ignored the ban to protest state oil company Rosneft’s operations in the Arctic, the environmental group said Saturday.
The Arctic Sunrise entered the Kara Sea on Friday and is heading toward several exploration vessels operating for Rosneft and its US-based partner ExxonMobil at the East-Prinovozemelsky oil field, the group said in a statement.
The Greenpeace ship is determined to stage peaceful protests against the Russian state firm as well as the government’s sanctioning of oil exploration in Arctic national parks and wildlife reserves, where 1.2 million square kilometers of previously protected territories have been opened for oil drilling, the group said.

The Northern Sea Route’s Russian administration last week prohibited the Arctic Sunrise from entering those waters, citing paperwork problems.
It remained unclear what sanctions the Arctic Sunrise would face for disregarding the ban, though a Greenpeace spokeswoman told RIA Novosti that the group’s legal team had deemed the risks “acceptable.” Northern Sea Route rules spell out no penalties for ignoring them.
Greenpeace said the ban was an attempt to stop its campaign against plans for offshore drilling in the Arctic. The Arctic Sunrise also tracked a Rosneft exploration vessel in the Barents Sea for two days last week.

Environmental groups oppose Arctic drilling plans on the grounds that a potential oil spill would be impossible to clean up using modern technologies.
Rosneft on Wednesday offered to give Greenpeace a television set because television news programs would provide the environmentalists with “objective information” about the company’s operations. Greenpeace declined the offer.
