Russia, Ukraine, EU agree to go ahead with trilateral consultations on gas

MINSK, August 26. /ITAR-TASS/. Russia’s Energy Minister Alexander Novak and EU Energy Commissioner Gunther Oettinger will hold a bilateral meeting on Tuesday night to discuss issues of Russian natural gas supplies to Ukraine and Europe.
“We will discuss the current situation concerning with gas deliveries and transit,” Novak, who is currently visiting the Belarusian capital of Minsk, told journalists. “More detailed talks will be held in Moscow on August 29.
Earlier on Tuesday, Alexander Novak said Russia was ready to sell to Ukraine additional gas volumes should Kiev pay for them.

“We are always ready to sell [more gas] if we receive the money [for it],” Novak told ITAR-TASS.

  • Ukrainian Prime Minister Arseniy Yatsenyuk said Monday his country needs to additionally buy 5 billion cubic meters of Russian gas for the upcoming winter. Yatsenyuk said the volume of reverse gas supplies from Europe Kiev hoped for will only total 1 billion cubic meters.

Russian state-controlled energy giant Gazprom is implementing the South Stream project to diversify deliveries of natural gas to Europe bypassing Ukraine and reduce dependence on transit countries.

The South Stream Transport B.V. company is an international joint venture organized to carry out planning, construction and subsequent operation of the gas pipeline that will be laid through the Black Sea to Bulgaria and on to Italy and Austria.

Novak cited expert data saying Ukraine will hardly live through the winter without Russian gas.

Gazprom on June 16 switched Ukrainian national oil and gas company Naftogaz to prepayment for gas supplies because Kiev failed to pay part of its gas debt by the deadline of 10:00 Moscow Time on June 16. Gas supplies to Ukraine were halted, but transit volumes were reportedly passing via Ukraine to Europe in line with the schedule.
Gazprom said June 16 that Naftogaz’s past due debt for supplied Russian gas totaled $4.458 billion.
Russia recently raised the gas price for Ukraine to $485.5 per 1,000 cubic meters, but Ukraine has insisted the price should be lowered to that of this year’s first quarter ($268.5 per 1,000 cu m).
The price for Kiev rose to $385.5 per 1,000 cu m in the second quarter of 2014 because Ukraine failed to fulfill its commitments under an additional agreement concluded in December 2013, which obliged the country to pay for supplied volumes of Russian gas in time.
Another raise to $485.5 per 1,000 cu m was due to the cancelation of the Kharkov Accords with Ukraine, which had been struck in 2010 and stipulated that Russia’s lease of naval facilities in Crimea [then part of Ukraine] would be extended by 25 years beyond 2017 - until 2042. The accords also envisioned a $100 discount.

Ukraine starts test gas imports from Slovakia

Ukraine has begun test imports of gas from Slovakia via an upgraded pipeline, the head of Ukrainian state-owned gas company Naftogaz said on Aug. 16, as the country tries to secure greater energy independence from Russia.

Last year, Russia supplied about half of the gas Ukraine used, but Gazprom cut supplies on June 16 in a row over pricing and in the wake of Moscow’s annexation of Crimea.

Russia has come under heavy Western sanctions over its move on Crimea and accusations it is supporting separatists in east Ukraine with troops and funds, claims it denies.


Ukraine, which is trying to source more gas from the European Union and cut consumption levels from last year’s 50 billion cubic meters (bcm), hopes to increase its own annual gas production from current levels of 20 billion cubic meters (bcm).

The Slovak pipeline – an upgraded older link leading from the Vojany power station near the Ukrainian border to the western Ukrainian town of Uzhorod – can supply up to 10 bcm of gas a year.  “Test pumping of gas has started from Slovakia to Ukraine via Vojany-Uzhorod. This pipeline could supply up to 40 percent of the country’s gas import needs,” Naftogaz chief executive Andriy Kobolev said in a post on Facebook.  The test imports from Slovakia amount to 2 million cubic metres a day, a spokesman for the state pipeline operator Ukrtransgaz said.

Ο εφοδιασμός της Ουκρανίας με φυσικό αέριο από την Πολωνία και την Ουγγαρία αντιτίθεται στη συμφωνία που έχει υπογραφεί με την Gazprom, δήλωσε ο διευθύνων σύμβουλος του ρωσικού ενεργειακού κολοσσού Αλεξέι Μίλερ. «Οι “αντίστροφες” προμήθειες είναι ένας μηχανισμός απάτης. Ο λεγόμενος αντίστροφος κύκλος προμήθειας, δηλαδή όταν το αέριο πηγαίνει κυκλικά από τα σύνορα μεταξύ Ουκρανίας και Πολωνίας και μεταξύ Ουκρανίας και Ουγγαρίας, αποδεικνύει σε όλους ότι οι φυσικές ποσότητες του ευρωπαϊκού φυσικού αερίου που πηγαίνουν στην Ουκρανία είναι στην πραγματικότητα ρωσικό φυσικό αέριο», είπε ο Μίλερ και συμπλήρωσε ότι είναι απαραίτητο να γίνει κατανοητό ότι η Ουκρανία μπορεί να κάνει ό,τι τη συμφέρει με το αέριό μας, όμως ο πραγματικός ιδιοκτήτης του (φυσικού αερίου) δεν αλλάζει.

«Εμείς οι ίδιοι έχουμε μεταφέρει σταθμούς του ρωσικού φυσικού αερίου στην Ευρώπη, οπότε τέτοια κόλπα είναι σκέτη απάτη και μπορεί να γίνουν αιτία να τεθούν περιορισμοί στο καθεστώς της προμήθειας στους εν λόγω σταθμούς. Αυτό έχει δηλώσει και ο πρόεδρός μας Βλαντίμιρ Βλαντιμίροβιτς Πούτιν. Τέτοιες πρακτικές έρχονται σε αντίθεση με τις συμβάσεις που έχουμε υπογράψει με την Ουκρανία»κατέληξε ο Αλεξέι Μίλερ.

Στην Βαρσοβία η συνάντηση Ρωσίας - ΕΕ - Ουκρανίας για το φυσικό αέριο, την ερχόμενη Παρασκευή

Στη Βαρσοβία συμφώνησαν να συναντηθούν εκπρόσωποι τη Ρωσίας, της Ουκρανίας και της Ευρωπαϊκής Ενωσης την ερχόμενη Παρασκευή, 2 Μαΐου, προκειμένου να συζητήσουν για το τεράστιο χρέος του Κιέβου απέναντι στην Gazprom και το θέμα της παροχής ρωσικού φυσικού αερίου στην Ευρώπη.

Σε τηλεφωνική επικοινωνία που είχε χθες, Δευτέρα, ο ρώσος υπουργός Ενέργειας Αλεξάντερ Νόβακ με τον κοινοτικό Επίτροπο Ενέργειας Γκίντερ Οτινγκερ συμφώνησαν στις τριμερείς διαβουλεύσεις για την διευθέτηση του χρέους της Ουκρανίας απέναντι στη Ρωσία για το φυσικό αέριο, που προκαλεί πολλαπλά προβλήματα στην παροχή φυσικού αερίου σε ολόκληρη της Ευρώπη.

Ευρωπαϊκή Ενωση και Κίεβο επιβεβαίωσαν σήμερα την συμμετοχή στις συνομιλίες στην πρωτεύουσα της Πολωνίας.

Στην τριμερή συνάντηση στη Βαρσοβία , η Ευρωπαϊκή Επιτροπή και το Κίεβο σκοπεύουν να φέρουν στο τραπέζι τις νομικές πτυχές της «αντίστροφης» προμήθειας φυσικού αερίου που δεν προβλέπονται στις ισχύουσες συμβάσεις μεταξύ του ρωσικού κολοσσού Gazprom, της Σλοβακίας και της Ουκρανίας .

Η Μόσχα προτίθεται να προβεί σε «λεπτομερείς συνομιλίες για όλη την τρέχουσα κατάσταση στον τομέα της ενέργειας» όπως δήλωσε στο ειδησεογραφικό πρακτορείο Itra Tass ο μόνιμος ρώσος εκπρόσωπος της Ρωσίας στην Ευρωπαϊκή Ενωση Βλαντίμιρ Τσίζχοφ.

Ukraine, Slovakia Sign Memorandum on Reverse Gas Deliveries

Ukraine and Slovakia have signed a memorandum allowing for the start of reverse gas deliveries from Europe through Slovakia, acting Ukrainian Prime Minister Arseny Yatsenyuk told reporters Monday.
“Ukraine has just signed with Slovakia, namely with Slovak Transit Company Eustream, a memorandum on the cooperation in the energy field , which stipulates the start of reverse natural gas supplies through the territory of Slovakia,” Yatsenyuk said.
“According to this memorandum, if all parties meet the terms of the [mentioned] memorandum, we will be able to receive 8 billion cubic meters of gas per year,” he added.

Following Russia’s decision to cancel all discounts for Ukraine’s Naftogaz in early April, the company started importing gas from Europe through Poland. The total amount of reverse gas delivered to Ukraine via this route is currently estimated at a modest 1.5 billion cubic meters per year.
The new agreement with Slovakia, according to Naftogaz estimates, will guarantee up to 30 billion cubic meters of gas annually.
European Commission spokeswoman Sabine Berger said earlier that in accordance with the memorandum, Ukraine could import as much as 8 billion cubic meters of gas through the Slovak pipeline starting this fall.
Under a number of agreements between Russia and Ukraine, Kiev received unprecedented privileges and discounts on the price of Russian natural gas. In December, Moscow gave Ukraine a 30 percent discount on gas in addition to a $15 billion bailout.
Last month, the head of Russian state energy giant Gazprom said the company was annulling its discount on natural gas sales to Ukraine beginning in April. CEO Alexei Miller justified the decision by pointing out that Ukraine is $1.55 billion behind on payments for natural gas deliveries.

Commission welcomes breakthrough leading to gas flows from Slovakia to Ukraine.

European Commission, Press release, Brussels, 28 April 2014:

"The European Commission welcomes the signature of a Memorandum of Understanding (MoU) enabling gas flows from Slovakia to Ukraine, which is set to take place this afternoon in Bratislava. José Manuel Barroso, President of the European Commission, will attend the ceremony together with Slovakian Prime Minister Robert Fico and Ukrainian Energy Minister Yuriy Prodan.

  • The Commission acted as a facilitator in the negotiations that led to today’s breakthrough. Along with the MoU, the gas pipeline operators concerned – the Slovakian company Eustream and the Ukrainian company Ukrtransgaz – will sign a Framework Interconnection Agreement today, laying out the technical details of the foreseen solution. 

José Manuel Barroso, President of the European Commission, said: “I warmly congratulate all parties involved on the breakthrough in the negotiations on gas flows from Slovakia to Ukraine. This is an important first step to diversify Ukraine’s sources of gas supply and contributes to greater energy security in Eastern Europe and the EU as a whole. It shows the EU's strong commitment in support of Ukraine's energy sector, which is also reflected in the economic and financial package the Union has swiftly provided for Ukraine in the past weeks. I would like to thank Energy Commissioner Oettinger and his team, who played a central role in paving the way for today’s agreement."

It is a first step for gas flows from Slovakia to Ukraine and strengthens the ties between the EU’s energy market and Ukraine. Gas via Slovakia will bring a considerable addition to the volumes that Ukraine can already import from Hungary and Poland. Deliveries from EU Member States offer Ukraine access to gas priced on the basis of fair and transparent principles. It is important in this respect that Ukraine, particularly as a member of the Energy Community, makes swift progress in aligning its legal and regulatory framework with the EU energy legislation. This will increase investor’s confidence and help the country to modernise its energy sector.”

Currently, it is technically possible to ship gas from Poland and Hungary to Ukraine. Last year Ukraine imported around 2 billion cubic meters of gas from EU Member States.
Based on the solution which is presented in the MoU, the existing and unused Vojany pipeline at Veľké Kapušany on the Slovakian side will be modernised during a short construction period. There is a clear perspective that 22 million cubic meters of gas a day can flow from Slovakia to Ukraine via the Vojany pipeline as from autumn 2014. This corresponds to approximately 8 billion cubic meters a year. Eustream will swiftly check some technical details in order to be able to confirm the implementation of this solution within a few weeks. Should this option unexpectedly prove not to be feasible, the alternative would be to start with a smaller volume and scale the pipeline up to 22 million cubic meters a day until April 2015.
The successful implementation of gas flows from the EU to Ukraine is a win-win situation for both parties. It allows Ukraine to access various gas sources – among them Norwegian gas or liquefied natural gas (LNG) from the global markets – at competitive prices. As a member of the Energy Community, Ukraine will ensure the implementation of the EU internal energy market legislation. The approximation of the Ukrainian legal and regulatory framework is a prerequisite for higher investor’s confidence and could lead to a better use of Ukraine’s immense gas infrastructure, for example as regards storage capacity.
However, the solution which has been sealed today is only a first step in enabling gas flows from Slovakia to Ukraine. Further options besides using the Vojany pipeline will be legally and technically assessed in due course."

Slovakia, Ukraine and EU hold talks on reverse gas flow

Talks about technical and legal aspects of the preparation for the reverse gas flow from west Europe to Ukraine are to be continued, Slovak Economy Minister Tomas Malatinsky said on Tuesday.

He made the remarks after a meeting with Ukrainian Energy and Coal Industry Minister Yuri Prodan, European Commission officials and representatives of infrastructure companies Eustream and Ukrtransgaz in the border town Velke Kapusany.

"The trilateral talks between the European Commission, Slovak and Ukrainian sides are not completed yet. I'd say that now we find ourselves in the mid-phase," Malatinsky said.



"Some potential solutions with respect to the reverse flow have been submitted; we're also drafting another alternative... discussion is still pending. Maybe the Memorandum will be signed in the following days, but not today," he added.

  • Ukraine prefers to see the existing Slovak pipeline to be used for the reverse gas flow rather than the alternative of building a new pipeline in Vojany exclusively for the reverse flow.

Prodan hasn't specified the amounts of gas Ukraine would like to receive from Slovakia following the agreement between all parties involved.

European Commission Deputy Head of Cabinet Klaus-Dieter Borchardt welcomed the proposal tabled by the Ukraine at the meeting.

"The Vojany solution won't secure gas supplies to Ukraine until next winter," said Borchardt. He added that Ukrainian proposal needs to be submitted for comprehensive analysis first.

According to Malatinsky, the reverse flow of gas supplies to Ukraine from the west and from Slovakia isn't easy to execute and there are some technical specifications that need to be resolved.

  • "There is also a problem in terms of the contract, because this route serves for delivering gas from Gazprom through Ukraine to Europe," said Malatinsky.
  • "We want and we are ready to help Ukraine, but we have to take into consideration the Slovak and European interests, because that gas flows to Europe," he added.

In the meantime, Slovakia has already started to work on the launch of reverse gas flow to Ukraine. Slovak Ministry of Economy issued a license for this to Eustream on Monday.

Kiev began emergency talks on assistance with the gas supplies with its neighbors in the European Union (EU) after Russian gas company Gazprom in early April increased the gas prices for Ukraine to almost double the original price.

At the moment, Ukraine, which is in a deep economic crisis, covers half of its gas supplies from Russia.

Price of gas for Ukraine set at $485 per 1,000 cubic meters. -Naftogaz's debt is estimated at more than $2.2 billion

The price of gas for Ukraine is set at $485 per 1,000 cubic meters as of April 2014, Gazprom CEO Alexei Miller said. Gazprom is concerned by the substantial decrease in reserves of active gas stored underground in Ukraine, the Russian gas giant said after a Thursday meeting in Moscow between its CEO Alexei Miller and the head of Ukraine's national oil and gas company Naftogaz Ukrainy, Andrei Kobolev.

"In this connection, the need for its replenishment to meet domestic needs next winter is rising and, accordingly, [the necessity of] Naftogaz meeting its obligations as to uninterrupted Russian gas transit to Europe," the company said.


During the meeting was discussed "the necessity of taking quick measures for Naftogaz Ukrainy to pay off its accumulated debt for Russian gas deliveries. By now, considering March deliveries, Naftogaz's debt is estimated at more than $2.2 billion," Gazprom said.

The Ukrainian company has yet to comment on the outcome of the meeting. According to Fuel and Energy Dispatch Center (CDU TEK) figures, Naftogaz received 1.968 billion cubic meters of Russia gas worth $528 million last month.

The March account is to be paid up on April 7. Debt for deliveries in 2013 and previous months amounts to $1.711 billion.

That means the debt could rise to $2.239 billion next week.

Kiev hopes Slovakia is capable of pumping through 20 bln cubic meters of gas as the price of EU gas is lower than Russia’s.

Ukraine is looking forward to a political decision by the EU to start reverse gas supplies from Slovakia, parliament-appointed Ukrainian Prime Minister Arseniy Yatsenyuk said Wednesday.
“Slovakia and its gas operators have all technical resources in place to start reserve gas flows. All they need is a final 'go-ahead',” Yatsenyuk told Dragon Capital Investor Conference.

“We hope that Slovakia is capable of pumping through 20 bln cubic meters of gas. The price of EU gas is lower than Russia’s: $350 per 1,000 cubic metres. Now it's entirely a matter of politics,” he said.
Ukrainian national joint stock company Naftogaz is negotiating with Germany to become a “direct buyer” of fuel without any mediators, Naftogaz Board Chairman Andrey Kobolev said on Tuesday, April 1.
Several gas traders have contracts with Germany. So, Naftogaz still hopes to start fuel purchases from that country on the border with Ukraine.

Ukraine “has been working with Slovakia” to import gas from other EU states through that country.
In the meantime, there are some obstacles in this issue, Kobolev said.
“We have a relatively clear-cut action plan, but we cannot announce it yet,” he said.
Slovakia itself takes a very cautious position on this issue. It names such variant as “one of the scenarios” and fears that Ukraine will not pay.
“Slovakia is ready to help. However, any aid is economically limited,” the Slovakian government said in March.
  • The price of Russian natural gas for Ukraine is $385.5 per 1,000 cubic meters starting April 1.
Gazprom's "December discount" for Ukraine can no longer be used.
Ukraine has failed to meet its commitments to pay its 2013 gas debt and effect 100% payment for current supplies, which has further increased its gas bill, Gazprom CEO Aleksei Miller said on Tuesday, April 1.
"As of now, the debt has reached 1.711 billion dollars," he said.

Ukraine ready to import reverse gas at price not above Russian gas fee

“We are prepared to buy gas from any company that will offer the lowest price,” Chairman of Naftogaz Board Andrey Kobolev says.

Ukrainian national joint stock company Naftogaz Ukrainy is prepared to buy natural gas that will be delivered to the country in the reverse mode from European countries to Ukraine, Chairman of Naftogaz Board Andrey Kobolev told a news conference on Tuesday.
“We are prepared to buy gas from any company that will offer the lowest price,” he said. Kobolev noted that the maximum price at which Naftogaz was prepared to buy fuel was the imported Russian gas price.

The company is negotiating with Germany to become “a direct buyer” of fuel without a scheme of mediators, the Naftogaz board chairman said. Meanwhile, he added that several gas traders had contracts with Germany, so, Naftogaz still hoped to start fuel purchases from that country on the border with Ukraine.

The Naftogaz chief executive noted that his company had turned to the Ukrainian Finance Ministry with an initiative to introduce the VAT tax on reverse gas import transactions, because lack of this dialogue allows gas traders to overstate fuel prices for Ukraine.
In his words, Naftogaz was seeking for “a transparent” scheme of reserve supplies. “We do not want to lose the opportunity of reverse supplies, but this should be done carefully,” Kobolev added.
In his words, Ukraine “was working actively with Slovakia” to import gas from the EU states through that country. Meanwhile, there are some obstacles in this issue, Kobolev noted. “We have a relatively clear-cut action plan, but we cannot announce it yet,” the Naftogaz chief said.
Ukraine has imported gas from Europe through Poland and Hungary in 2012-2013. Private structures acted as gas suppliers and gas import reached 1.977 billion cubic metres in 2013.
From 2014 these supplies are not made, as it was more profitable for Kiev to buy Russian gas.
