Tsunami warning lifted for Japan coast (M6.9 quake hits NE Japan)

- A 6.9-magnitude earthquake hit off northeastern Japan on Tuesday, triggering a 1-meter tsunami warning for Iwate Prefecture, Japan's Meteorological Agency (JMA) said.
The quake, which occurred at 8:06 a.m. local time (2306 GMT Monday), was centered 210 km in the Pacific Ocean east of Miyagi Prefecture, with a depth of around 10 km. It registered 4 on the Japanese seismic intensity scale in parts of Aomori, Iwate, Miyagi and Akita prefectures.
The JMA has issued an advisory against a 1-meter tsunami for Iwate Prefecture in northeastern Japan.
According to Japanese public broadcaster NHK, Iwate's Miyako port and Kuji port have observed a tidal wave of about 10 cm respectively. The JMA is closely monitoring bigger tsunamis which may hit northeastern coastal areas later.
No death or injuries were reported immediately after the quake.

Floods claim 158 lives in Mozambique (official)
Some 177,000 people were affected, 654 schools, seven health units and around 100 places of worship were destroyed, AIM cited Mouzinho Saide, the official government spokesperson and Deputy Health Minister, as saying.
"The level of the waters is now falling in the Zambezi basin," said Saide.
Saide also pointed out that there is also a decline in the level in the Licungo basin in Zambezia province, while in the Rovuma basin on the border with Tanzania, the level is rising slightly.
The river basins south of the Zambezi are currently all below flood alert level, and are giving no grounds for concern.
Saide said the cholera outbreak in parts of Nampula, Niassa and Tete provinces have claimed 19 lives, adding that 1,671 cases have been confirmed.
Saide added that the cholera situation is being monitored on a daily basis. Groups have been set up, with staff from various government sectors, to improve sanitation, purify drinking water, and disinfect the houses of cholera victims.

Australian Black Saturday bushfire victims win $225m settlement
The agreement with victims of the inferno that killed 40 people and destroyed the town of Marysville, north of Melbourne, came on the eve of the sixth anniversary of the fires that killed 173 across the Victoria state.
The fire started around 2:45 p.m. on Feb. 7, 2009, near a disused sawmill in Murrindindi, rapidly became an out-of-control inferno that raced through the Toolangi State Forest. An abrupt wind change then sent the bushfire straight into Marysville.
The settlement was announced an hour before a class action run on behalf of the Marysville victims was to begin in the Victorian Supreme Court.
The class action had alleged the fire was sparked by a break in an electrical conductor on a power pole near the Murrindindi Saw Mill.
The company denied its power poles were to blame.
The no-fault settlement, still to be approved in court, announced that AusNet, which the State Grid Corporation of China has bought a stake in since the 2009 disaster, will pay 195 million US dollars while its maintenance contractor will pay 7.5 million US dollars. The state government will pay 21.75 million US dollars.
"Perhaps not at the moment but in time, the benefits to the Victorian community - particularly those affected by the fires - of a settlement rather than judgments of this court with winners and losers following long trials will be very clear," said Justice John Dixon in court.
The Marysville settlement follows a 370.5-million US dollar agreement in December also led by AusNet for victims of the Kilmore blaze on Black Saturday that killed 119 people and destroyed more than 1,000 homes.

Japan marks 20th anniversary of killer quake in Kobe
More than 14,000 people gathered to commemorate the victims in the western port city of Kobe, where a 7.2-magnitude quake hit at 5:46 am on January 17, 1995.
The quake, which killed 6,434 people, levelled much of the city and sparked a major review of quake preparedness in the island-nation that suffers about one fifth of the world's most powerful tremors.
The warning was brought into reality four years ago when a 9.0 magnitude quake struck in March 2011, triggering a huge tsunami that smashed into the country's northeast coast, killing around 18,000 people and creating the world's worst nuclear emergency in a generation.
Kobe survivors and family members of victims gathered before dawn to lay bouquets and light thousands of candles in a park used as an evacuation centre after the 1995 jolt.
Later in the day, Emperor Akihito and Empress Michiko attended a memorial ceremony in the city and offered a one-minute prayer with some 500 other participants.
"By learning lessons from the disaster we will do our best to build a community
where we can live in safety," Eriko Yamatani, state minister for disaster management, told the ceremony.
The quake buried residents in flattened buildings and uprooted highway overpasses and train tracks, while fires raged through collapsed timber houses and acrid smoke darkened the sky.
Heavy damage to the harbour area, where nearly all of the 300 shipping berths were destroyed, dealt a severe blow to the city's economy, sparking a population exodus over the following months and years.
Japanese broadcasters and newspapers reminded citizens of the high probability of another big quake, with geologists saying a major event is overdue.
"We want to speed up preparations for building a strong country against disasters," the Asahi Shimbun said in an editorial.
"We cannot eliminate damage completely, but we can start making efforts any day now to reduce damage," the daily said.

Thousands of Malawian flood victims unable to receive aid (Doctors without Borders)
These people are also cut off from health care and ways to prevent possible outbreaks, the humanitarian medical organization said in a statement issued in Johannesburg.
Humanitarian relief is slowly arriving in the districts of Chikwawa where the waters have started to recede. However some of the most affected areas downstream are only accessible by helicopter, making humanitarian intervention difficult, said MSF.
MSF, which has been responding to the floods since January 9, is refocusing its intervention around the town of Nsanje, where it has a long standing regular project, and is assessing ways to access the more remote East Bank.
"The floods are behaving like a slow tsunami with the river swelling progressively downstream towards the south and Mozambique, " said Amaury Grégoire, MSF's head of mission in Malawi, currently in Nsanje evaluating the impact of the floods.
"Most of Nsanje and East Bank are submerged under two to three meters of water, which has transformed these vast plains into a giant lake engulfing houses and bridges. Even though these areas are prone to floods, old people I talked to could not remember events of this magnitude."
As the rains have eased in the past few days, the water levels are expected to progressively recede. However, long term solutions need to be found for people whose possessions and crops, which are the primary mean of subsistence for 85 percent of the population, have been completely destroyed in the flood.
"Several camps have been set up for people who lost their homes, but the majority of them have found refuge in the homes of friends or relatives that are still standing. These houses are made of mud and very crowded, and with most wells and boreholes contaminated by the floods, people are living in precarious, unsanitary conditions," said Grégoire.
MSF has been setting up tents, distributing non-food items, mosquito nets and water treatment kits, as well as building latrines to prevent the emergence of water-borne diseases. The organization has had a presence in Malawi since 1986 where it currently runs three projects helping people living with HIV, one of them located in Nsanje.
In the recent years, MSF conducted humanitarian interventions after floods affected the country in 2011, 2012 and 2013.

Rescuers find 4 large objects in AirAsia crash area
On December 28, an AirAsia airliner A320-200 disappeared from radar screens about 40 minutes after its departure from Indonesia to Singapore, presumably crashing in the area of Kalimantan (Borneo) Island. The jet was carrying 155 passengers and seven crewmembers.
According to Soelistyo, the largest piece found by the rescuers is 18 meters long and 5.4 meters wide, adding that “the fragments are located at a depth of 30 meters. ‘The rescuers, however, have failed to find the black boxes so far,” he said.
Earlier on Saturday, the rescuers found two large pieces of the crashed plane’s debris at a depth of 30 meters in the Java Sea.
The objects were lying not far from the settlement of Pangkalan Bun in the central part of Kalimantan Island. Meanwhile, an oil slick was noticed in the same area.

Wreckage of Air Asia plane supposedly found in Java Sea (Indonesian rescuers)
According to the agency, sonar sea bottom images have shown a large dark object resembling a plane fuselage by its shape. It is supposedly lying at a depth of 25 - 30 metres. However, the image does not clearly show what damage the plane got and if its body is preserved.
Earlier Wednesday, rescuers retrieved the bodies of 3 plane passengers. Thus, the number of the found bodies has increased to 6.
The search and rescue efforts are complicated by strong waves and wind. Some types of equipment, helicopters, in particular, cannot be used on the search due to the bad weather. A multi-nation search effort was launched when the plane lost radar contact with Singapore, Malaysia, Indonesia, Australia and the United States sending ships and planes along with other equipment. China, India and South Korea as well as New Zealand also offered help.

Death toll from tropical storm rises to 35 in Philippines
Jangmi also left 26 others injured and eight missing, while forcing more than 5,000 families to live in 79 evacuation centers, the National Disaster Risk Reduction and Management Council said in a report issued Wednesday morning.
The tropical storm maintained its strength as it moves closer to the Palawan Island in the western part of the country, packing peak winds of 65 kilometers per hour and gusts of up to 80 kph.
Due to bad weather, 17,656 passengers have been stranded at ports, 14 domestic flights have been canceled, 43 roads and 22 bridges are not passable in Visayas and Mindanao regions. Some provinces in central Philippines are experiencing power or water interruption, the agency said.

Recovery of bodies, debris of AirAsia flight underway (Indonesia)
"Based on the navy radio, it has been reported that the warship Bung Tomo has retrieved 40 bodies and the number is growing. They are very busy now," Manahan Simorangkir, a Indonesian Navy spokesman told AFP.
Earlier, Indonesia's rescue agency detailed the discovery of debris from the passenger jet and a related sighting of the suspected aircraft on the sea floor.

Typhoon Hagupit strikes Philippines (video aljazeera)
The storm moved in from the Pacific Ocean and struck remote fishing communities on Samar island on Saturday night, but weakened from 210km to 165km an hour as it continued its path through the country on Sunday.
The wind strength made Hagupit the most powerful storm to hit the Philippines this year, exceeding a typhoon in July that killed more than 100 people.
In a span of just 24 hours, the storm brought 396mm of rain, which is equivalent to half a month of precipitation.
Two people, including a baby girl, died of hypothermia in central Iloilo province at the height of the typhoon, officials said.
Another person died after being hit by a falling tree in the eastern town of Dolores, where the typhoon first made landfall, according to Mar Roxas, interior secretary.
Two women were injured when the tricycle taxi they were riding was struck by a falling tree in central Negros Oriental province.
"Tin roofs are flying off, trees are falling and there is some flooding," Stephany Uy-Tan, the mayor of Catbalogan, a major city on Samar, told AFP news agency.
According to reports from news agencies and local media, close to a million people had fled to shelters in areas along the path of the typhoon.
So far, the provinces of Albay, Camarines Sur and Masbate have declared emergency.
Al Jazeera's Andrew Thomas, reporting from the capital Manila, said that the storm had made another landfall in the central island of Masbate, but had slightly weakened as it moved northwest.
Witnesses in Masbate told him that roads had been blocked from typhoon debris, making it difficult to deliver food packages to evacuees.
Lessons of Haiyan
In a statement to Al Jazeera, the UN office in Manila said the humanitarian needs in the Philippines would not be fully known until Hagupit passed over.
Fearful of a repeat of last year when Supertyphoon Haiyan claimed more than 7,350 lives, the government launched a massive evacuation effort to provide shelter to people in the path of Hagupit.

7.3 quake hits Indonesia waters (tsunami possible)
According to the US Geological Survey (USGS), the quake hit 154km northwest of Kota Ternate at a depth of 47km.
The Pacific Tsunami Warning Center said the quake could cause hazardous tsunami waves within 300km of the epicentre along the nearby coasts of Indonesia and the southern Philippines. Waves could reach up to a metre or less, it said.
The nearest communities of Tabukan Tengah on North Sulawesi island could be at risk within an hour or so if a tsunami occurs, the agency said.
The waves could also reach as far as Taiwan, Okinawa in southern Japan, the US territory of Guam, Papau New Guinea, Solomon Islands and the Marshall Islands in the Pacific within the next six hours, it said.
Another quake measuring 6.2 was recorded soon after off Indonesia’s Sulawesi, according to the USGS.
The world’s largest archipelago, Indonesia is prone to earthquakes due to its location on the Pacific Ring of Fire, an arc of volcanoes and fault lines in the Pacific Basin.
In 2004, a monster temblor off Aceh shores triggered a tsunami that killed 230,000 people in a dozen countries. Most of the deaths were in Aceh.

Over 400 trekkers rescued after Nepal mountain disaster
“A total of 407 [181 Nepalis and 226 foreigners] have been rescued so far,” TAAN said in a statement citing Nepal’s Ministry of Culture, Tourism and Civil Aviation.
The bodies of 15 Nepalis and 17 foreigners have been recovered and seven people are still unaccounted for, the trekking association said.
Nepal's worst mountain disaster occurred in the Mustang and Manang districts on Tuesday when the region was hit by an unseasonal snowstorm. Rescuers could only begin search efforts on Wednesday after the severe weather cleared.
Trekkers from all over the world travel to the Annapurna circuit of the Himalayas in October to hike the 150-mile route around the mountain which takes some three weeks to finish.

39 rescued from snowstorm hit area in Nepal
According to Nepal Army, six are seriously injured and they have been brought to capital city for the further treatment. Half- dozen dead bodies have been recovered on Friday.
Rescue efforts were halted for some hours on Friday after a block in snow hit area in Manang and Mustang districts. Eight critically injured Israeli nationals have been to Ciwec Clinic at Kathmandu while two Chinese nationals are admitted at Nepal Army hospital and they will be discharged on Sunday, Nepal Army said.
On Thursday, 117 foreign tourists and Nepalese were evacuated from the affected area.

Cyclone Hudhud Hits India, Typhoon Vongfong Ravishes Japan
Officials say that at least two people were killed in the coastal state of Andhra Pradesh in southeast India: a man who was hit by a falling tree and a woman who was crushed by a collapsing wall, according to A. R. Sukumar, the state’s disaster management commissioner.
Three more people were reported killed in Odisha. On Saturday, an overloaded government evacuation boat capsized in Andhra Pradesh after it hit a tree trunk, drowning a 6-year-old girl and a 13-year-old boy, according to P. K. Mohapatra, the state’s special relief commissioner. A fisherman was killed while rescuing his boat at midnight on Saturday.
The cyclone brought heavy showers and strong gusts of wind, uprooting trees, disrupting electricity and bringing considerable damage to buildings and crops in the coastal districts. Rescue workers used helicopters, aircraft and ships to carry out relief operations and set up hundreds of shelters to house those who were evacuated.
On Monday, the storm was downgraded to a tropical depression, with wind speeds slowing to 70 kilometers per hour, considerably slower than on Sunday.
Another natural disaster lashed Asia over the weekend. At least 37 people were injured and 150,000 were told to evacuate when Typhoon Vongfong raged through Japan, hitting the island of Kyushu after battering the southern island of Okinawa.
The typhoon toppled trees, flooded streets and cut power to more than 60,000 homes. The Japanese Meteorological Agency said the typhoon could reach the Tokyo area by Tuesday, predicting that it would gradually lose strength and be downgraded to a tropical storm as it moves up the archipelago.

Death toll in Typhoon Fung-Wong climbs to 7 in Philippines. (A total 118,839 families or 530,438 persons were affected by the storm)
In its 8:00 a.m. report, the National Disaster Risk Reduction and Management Council said that six other people were injured, while one was missing.
Of those who died, two were female and the rest were male, who were either drowned, electrocuted or hit by falling objects.
A 55-year old male was reported missing in Quezon City, Metro Manila.
- A total 118,839 families or 530,438 persons were affected by the storm, of which 23,581 families or 93,062 individuals were inside 181 evacuation centers.
Some areas in the provinces of Apayao, Abra, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Laguna and Occidental Mindoro were experiencing power interruption.
A total of 2,400 passengers, 15 vessels, 254 rolling cargoes were stranded in central region of Visayas due to rough sea condition.
Meanwhile, 46 flgihts, six international and 40 domestic, were diverted or canceled.
An estimated 87 roads and five bridges are still not passable in the capital region of Metro Manila and southern Luzon island.

White House: US ready to help China in quake relief
"The United States offers sincere condolences to all those who lost loved ones in the Aug. 3 earthquake in southwestern China," National Security Council spokeswoman Bernadette Meehan said in a statement.
"Our thoughts and prayers are with the families of those that lost their lives, those injured or displaced, and all the people of China on this difficult day," she added.
She said US disaster response officials were in contact with their Chinese counterparts and the US "stands ready to assist."
A massive relief effort is underway in Yunnan, as the death toll has risen to at least 367, with 1,881 others injured in the 6. 5-magnitude earthquake.
