WARSAW, September 17. /ITAR-TASS/. Poland has been receiving 19 million-20 million cubic meters of Russian gas per day, which is 20% less than Polish energy company PGNiG requested from gas giant Gazprom, Bloomberg reported Wednesday referring to CEO of the country’s pipeline operator Gaz-System Jan Chadam.

Late on Wednesday, PGNiG reported receiving 20 million cubic meters of gas per day, which is slightly less than the planned volume.

• Since September 8, gas pipeline operators in Poland, Slovakia, Germany, Austria, Romania, and Italy have separately reported on declines in Russian gas supplies varying from 5% in Romania to 45% in Poland.

On September 11, Gazprom’s representative Sergei Kupriyanov said that the company’s gas exports to Poland remain intact, and they are going with the same daily amount as through all the previous days - 23 million cubic meters.

On Monday, Gazprom said that cuts in Russian gas deliveries to Europe are caused by gas pumping into domestic underground storage facilities.

Russia tightens energy grip amid 'reverse flow' gas trade

 While the EU prepares to apply a new round of sanctions against Russian energy companies, Poland, Slovakia and Austria have announced delivery shortfalls in their Russian gas imports being piped through Ukraine.

Ukraine started reverse flow of gas imports from Europe through Slovakia, Poland, Austria and Hungary, after Russia halted gas exports to Ukraine in June.

So-called ‘reverse flows’ occur when countries in Europe send gas back down pipelines usually used to carry Russian gas through Ukraine to the West.

On Thursday, Poland’s national gas company PGNiG announced that Russia reduced gas deliveries to Poland by up to 45 percent. Following the announcement, Slovakian gas company SPP and Austrian energy regulation department announced similar decreases, by 10 and 15 percent respectively.

Slovakia has the capacity to supply up to 20 million cubic meters of gas per day to Ukraine, and the two countries struck an agreement on gas trade on September 2.

Poland has been sending 3-4 million cubic meters of gas to Ukraine; however, yesterday’s shortfall in Russian gas has caused the country to temporarily stop its gas exports to Ukraine.

Hungary, another east European neighbor of Ukraine, has been sending up to 5 million cubic meters of gas to Ukraine daily, although the country has the capacity of 15 million.

Russian monopoly Gazprom has strongly criticized the trade of Russian gas via reverse flows; the company says the re-export of Russian gas is against its contracts with the countries involved in such trade.

Consuming about 50 billion cubic meters of natural gas annually, Ukraine was importing some 60 percent of its gas from Russia.

Poland suspends reverse-flow pumping of gas to Ukraine

Poland has suspended reverse-flow deliveries of natural gas to Ukraine, the head of the Ukrainian operator company, Ukrtransgaz, said Wednesday.
By tradition that has taken shape in Kiev’s ruling elite over the past several months, he apportioned all blame for the situation to Russia.

“Russia has begun to restrict the pumping of gas to Poland so as to frustrate the reverse-flow supplies to us,” said Ukrtransgaz President, Igor Prokopiv. “Poland stopped the reverse-flow supplies at 14:00 hours (11:00 hours GMT) in the amount of 4 mln cubic meters.”

Reverse-flow pumping of gas to Ukraine began in April 2014. Ukraine has the technological capability for receiving up to 4 mln cubic meters of the fuel a day.

Polish oil and gas corporation PGNiG (Polskie Gornictwo Naftowe i Gazownictwo) said earlier deliveries of gas from Russia had fallen 20% to 24% in the past two days at transfer stations. More specifically it claimed that the shrinkage totaled 20% on September 8 and 25% on September 9.

Jeremy Rzarzycki, the head of PGNiG’s Moscow office said it had sent a query to Gazprom Export, the exporting arm of the Russian gas giant Gazprom but there was no answer from it by the time of reporting.

Gazprom officials familiar with the situation were not available for comment when ITAR-TASS tried to contact them.
Ukraine consumes about 50 bln cubic meters of gas annually. In 2013, a total of 26 bln cubic meters came from Russia and another 2.1 bln cubic meters was purchased in Austria, Germany, Poland, and Hungary.
Own production of natural gas stands at 21 bln cubic meters.
Kiev government hopes to get about 16 bcm from European countries in 2014, with the biggest amount /8.0 to 10.0 bcm/ due to come Slovakia and another 5 bcm, from Hungary.
